An employee in this class is responsible for performing a variety of technical engineering assignments, which advance learning and application of engineering principles in planning, design, construction, and inspection. Building on the foundation of formal education, skills will be further developed through on-the-job training, engineering practice, critical analysis and applied science.
Right of way permitting predominately involves review and coordination of utility installation and construction. Work effort in the position is reviewed while in progress and upon completion through mentoring, meetings, oral and written reports, and observation of results obtained.
Right of Way permitting provides the review of utility asset maintenance and functions in the review of utility asset maintenance or installation and the maintenance of traffic plan review for the construction activity. The Right of Way Permit Engineer reviews detailed working drawings, specifications, and contract documents for general or specialized utility projects within the public right of way; reads and interprets technical drawings and diagrams, plans and specifications, etc., to facilitate proper construction; conducts reviews for proper coordination of construction of sanitary sewers, water mains, storm sewers, streets, sidewalks, curbs, buildings, private utilities and other structures.
The Right of Way Permit Engineer assists in the Right of Way Data Management in GIS for mapping and sharing of information in the emerging data platform.
Additional duties may include on-site inspections of construction jobs; provide input and review of development or revisions of rules, regulations, ordinances, and correspondence; answers questions on the phone or in person in order to inform the public about city services, billing, municipal ordinances, inspections, parking, etc.; establish and maintain related data collection systems to support both operations and maintenance; support GIS functions for data management; receive and respond in writing to requests from the general public and representatives of other agencies in order to provide information.
The engineer is responsible for issuing Public Notices/Traffic Advisories for road and lane closures on Functional Classified roads within the City Limits.Perform related work as required.
Some knowledge of: principles and practices of the assigned area of engineering; federal, state, and municipal rules, regulations and ordinances, and other pertinent documents; developments and information in assigned field of engineering; and GIS systems.
Ability to: learn to plan, design, and review the work of others; read and interpret engineering plans, and specifications; analyze engineering data and draw sound conclusions; develop skill in the use and care of engineering tools; prepare and submit clear, concise reports both orally and in writing; establish and maintain effective working relationships with other employees, officials, and the general public.
Graduation from an accredited college or university with a bachelor’s degree in engineering (Civil Engineering preferred).
Possession of a valid Florida driver’s license required.
