When assigned to areas or zones: initiates preliminary investigations of incidents; issues parking citations for vehicles violating parking ordinances; observes and reports abandoned or stolen vehicles; requests impounding of vehicles for delinquent parking tickets; answers public inquiries; appears and testifies in court when necessary; prepares and submits daily work sheets and copies of parking citations issued; assists persons who may be lost and makes proper referrals; enforces city and state parking laws; responds to and attempts to settle parking problems or refers individuals involved to appropriate agency; provides parking information to citizens as requested; assists in traffic flow offstreet and within open surface lots or garage facilities; maintains an awareness of active parking problems within assigned area; handles special events or surveys when required.
When assigned as a field instructor: trains others in duties of Parking Enforcement Specialist II; evaluates and makes recommendations to supervisors regarding trainee’s progress and suitability for work; accompanies trainee to court and gives advice relative to court presentation; reviews reports and recommends improvements if needed; insures that trainee is aware of any changes in laws, rules, regulations and standard operating procedures; recommends end of formal training when trainee demonstrates acceptable performance.
When assigned to special events: participates in parking and off-street traffic control; assists other parking employees in enforcement activities; conducts parking investigations as required; checks and verifies validity of handicapped parking permits; processes and investigates requests by citizens to enforce an area with parking problems; protects city property and conducts booting and impound activities when necessary; places or removes reserved or no parking meter bags as required.
When assigned to the office: assists the public by giving general information; verifies ownership of impounded vehicles and gives authorization for release; checks impounded vehicles in the computer for stolen vehicle notices; maintains parking citation records, makes copies and distributes as necessary.
Performs related duties as required.
Working knowledge of: parking regulations in the city; the city and its geography, buildings, agencies, and attractions.
Some knowledge of: effective training techniques; the use and operations of a handheld computerized ticketing system.
Ability to: analyze problems and objectively deal with people; observe and record incidents clearly and completely; prepare and present clear and concise reports both verbally and in writing; act calmly and quickly in emergency and hazardous situations; learn lifesaving techniques as required; perform work requiring physical endurance and exposure to the elements; lift and install immobilization device (boot) weighing 50 pounds when necessary; instruct and lead other workers as required; establish and maintain effective working relationships with other employees, supervisors, officials, and the public.
Ability to acquire skill in: the operation, care and maintenance of motor vehicles, radios, and related equipment.
Graduation from an accredited high school or possession of a GED and three (3) years in parking enforcement or related experience; or an equivalent combination of training and experience.
Possession of a valid Florida driver’s license required.
Completion of a 40 hour parking enforcement specialist training program (per FS 316.640-Enforcement) within six (6) months of employment.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
