Nature Of Work

An employee in this class is responsible for performing and/or overseeing semi-skilled and skilled tasks of more than average difficulty in construction, valve maintenance and repair at Water Distribution. Employee may train and mentor utility technicians in the construction and valve operations as well as perform the work themselves. Under occasional supervision, the employee exercises initiative and independent judgment in performing assigned tasks. Some positions might require the employee to perform tasks of a hazardous nature and to work shifts which would include afterhours, weekends, and holidays. Work is reviewed while in progress and upon completion through observations, reports submitted, and results obtained.

Examples of Duties

Plans and participates in constructing moderate to complex system shut downs; maintains all related paperwork; handles all boiled water related notices; participation in the on-call coverage rotation.

Performs and/ or oversees semi-skilled and skilled tasks related to construction, repair and valve maintenance; conducts compliance inspections of utility construction projects; modifies repair procedures or material due to circumstances.

In conjunction with support groups, may plan work activities for work teams; may evaluate reactive maintenance; maintains continuous forecasts of resources and projects; observes and reports on training needs to team leaders, training coordinator, support groups and leadership.

Plans and performs and/or oversees new construction, repairs, and asset replacements; uses electronic device to determine underground utility locations; oversees multiple crews involved in moderate to complex repair and construction projects.

Completes online ticket for utility location; compiles necessary reports; investigates citizen complaints and initiates complaint repair tickets/triage/work orders; coordinate crews responding to all water emergencies.

Performs as the lead role in the preparation of construction plans and specifications; reads and interprets plans and specifications.

Operates the following: track backhoes; commercial vehicles; jet/vacuum units; directional drilling equipment; valve operating equipment.

Performs related work as required.

Skill in: the use of basic hand and power tools; the operation of light, medium and heavy equipment.

Physical Requirements

Ability to lift 40-60 lbs., mostly standing and a combination of working indoors and outdoors. Requires some use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school, technical or vocational school and seven (7) years of experience in water distribution pipeline (e.g. pipeline repairs, valve operations, hydrants or other related preventive maintenance). Ten (10) years of experience preferred.

Licenses or Certifications

  • Possession of a valid Florida Commercial driver’s license, Class “B”.
  • Possession of or ability to obtain a Level II Water Distribution System Operator License within (6) months of employment.
  • Possession of or ability to obtain a Backflow Tester certification within (6) months of employment. 

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
