Introduction

This is responsible professional work in the Equal Business Opportunity Office governed by City of Tampa Ordinance 26.5, Code of Federal Regulations Title 49, and Florida Statues § 255.20(2).

Nature Of Work

An employee in this class is responsible for performing specialized duties in the development and promotion of entrepreneurs and small local businesses with municipal government-oriented services. Employees have the responsibility for the completion of projects involving small business certifications, business compliance tracking, and data management processes.  Work requires the use of a variety of statistical and analytical techniques and designing/developing and recommending improvements to optimize division work methods.  Work products include operational adjustments to enhance and improve efficiencies of time and cost savings.  Employees are expected to possess familiarity with data sources and information relevant to the subject programs. The exercise of reasonable initiative and independent judgment is required in ensuring that data compilation is accomplished in a thorough and accurate manner. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Conducts, and participates in all related small business development elements as well as Division functions, i.e., policy and procedures improvements, work methods, certification methods, improving compliance tools, manpower loading schedules, pre-bid/proposal conferences and contract monitoring to ensure compliance with regulations. 

Identifies potential data sources and synthesizes data through various sorting methodologies to determine availability and location of needed information; analyzes collected data using technology systems and verifies accuracy; identifies trends and other indicators present in collected information and makes recommendations for implementation plans.  

Identifies associated metrics to better quantify efficiencies and develops training guides to optimize implementation and accuracy.  

Prepares and presents written and/or oral reports of findings to supervisor and affected division personnel, develops, and prepares outreach documents, internal training guides and website content relevant to Division mission.

Prepares Division correspondence; coordinates special projects and ensures that established milestones are adhered to.

Reviews federal, state and local laws, regulations and ordinances relating to Equal Opportunity and Small Business compliance programs; maintains and updates associated files and database; conducts compliance audits and assists in mediation and conciliation of complaints; interviews business owners as part of certification and compliance processes; provides information to the public concerning programs and activities. 

Prepares orientation and training materials and conducts various internal and external meetings and/or events related to Division work content. 

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: City of Tampa’s W/MBE and SBE rules, State and Federal Corporate laws specific to small businesses, contracting methods for vendors and professional services, business insurance policies and bonding within six (6) months of obtaining the position. Computer applications and statistical analyzes; current software platforms related to small business development, methods and techniques of data compilation, analysis and documentation; data sources; research, survey and interview methods and techniques required to sustain the EBO Program. 

Ability to: synthesize large sources of data, effectively utilize computer programming methods and modify as needed to optimize outcomes, review contract and procurement methods to ensure compliance, present recommendations and implementation methods for small business development; prepare and present oral and/or written reports; assign and review the work of others when required; establish and maintain effective working relationships with other employees and managerial personnel. Ability to learn and understand Affirmative Action and EEOC laws.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing monitor.

Minimum Qualifications

Graduation from an accredited college or university with an Associate’s degree in business,  public administration or a related field and two (2) years of experience in performing computer based data compilation and statistical analysis; three (3) years of exposure to data programming and software development, client interface, website and other documents development, ON BASE system, asset management systems, procurements methods in a governmental agency preferred.

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
