Nature Of Work

Employees in this class are responsible for performing quality assurance inspections of residential and commercial structures and construction sites to ensure conformance with contract documents, regulation, establishes policies and procedures, HUD Quality Standards and Uniform Physical Condition Standards, and/or NSPIRE Standards.  Tasks are of more than average difficulty requiring employees to possess considerable knowledge and expertise in building construction and related site work; plumbing, electrical and mechanical installations; inspection procedures.  Work involves the inspection of commercial and residential buildings which are under construction or being repaired, remodeled or enlarged, and is performed during various stages of the construction process to ensure compliance with contract terms and HUD Quality Standards.  Reasonable initiative and independent judgment are required in determining cost rational and in making recommendations to contractors, engineers, architects, etc.  Employees must be tactful and courteous as extensive contact with builders, architects, contractors, engineers, property owners and the general public is required.  Work is performed under general supervision and is reviewed through observation, conferences and reports submitted.

Examples of Duties

Inspect housing structures, determining suitability of housing structures for rehabilitation/remodeling; preparing work write-ups and specifications, cost estimates and change orders for rehabilitation work by contractors; coordinate the contractor bidding process and negotiate performance of work with selected contractors; monitor wage compliance with the Davis Bacon Act and Section 3 requirements.  

 

Interpret and explain the housing rehabilitation program and the rehab process; establish and maintain project files to ensure compliance with HUD requirements and City regulations; partner with other divisions involved in the implementation of the housing rehabilitation program; communicate with housing contractors, developers, lenders, mortgage and title companies; preparation of related reports.

 

Conducts housing unit inspections utilizing specified forms and procedural guidelines to determine if housing/rental units meet Housing Quality Standards and related HUD requirements; enforces HUD regulations.  Conducts affordability and monitoring inspections; investigates complaints of non-compliance with necessary unit improvement.

 

Discuss with property owners and contractors/builders rehabilitation work necessary to bring dwelling up to code requirements or weatherization standards; provide information, interpretation and explanation of HUD regulations, environmental review requirements, local building standards to property owners and contractors as necessary.  Reviews and evaluates building rehabilitation construction to ensure that specifications meet contract compliance; assist with temporary relocation arrangements when necessary.   

 

Interpret and summarize regulatory agency requirements and recommend appropriate actions; keep others abreast of changes to content for proper enforcement; conducts and participates in meetings, public workshops and seminars to gather, present and distribute information; conducts orientations, basic on-the-job and/or specific project training to bring others up to date.

 

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: principles and practices of building design, construction, methods and materials; building and site codes, construction pricing; building and inspection procedures, practices, methods and HUD Quality Standards; the layout of the City and its geography, computer equipment and software.

Ability to: inspect and oversee the rehabilitation construction of dwellings; learn and interpret related local, state and federal policy and regulations; read, interpret and work from construction plans, blueprints and schematics; perform inspection work in all weather conditions; enforce applicable contract requirements with firmness, impartiality and tact; follow oral and written instructions; prepare and submit clear and concise written reports; perform work requiring moderate physical exertion; operate a lightweight motor vehicle; establish and maintain effective working relationships with other employees and the general public.

Skill in: the use and maintenance of building and site construction testing equipment.

Physical Requirements

Standing & walking mostly combination of indoors and outdoors. Requires some use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school or vocational school, with college level course work in construction, engineering architecture or related field preferred and three (3) years of experience in building and site construction practices; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of:
  • A valid Florida driver's license; 
  • An ICC (International Code Council) Property Maintenance or be able to obtain within 6 months of employment and Housing Quality Standards or Uniform Physical Conditions Standards (UPCS) certificate or be able to obtain within 6 months of employment.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
