Infrastructure Services Manager

Introduction

This is highly responsible work in managing the City’s voice and data infrastructure communications, Client Services, desktop, and enterprise computer systems support and operations.

Nature Of Work

The employee in this class serves as a division manager in the Department of Technology and Innovation (T&I) and is responsible for a staff of technical support, contractors and operations analysts. Under general direction, the employee performs work of considerable difficulty involving managing the City’s voice and data infrastructure communications, Client Services, desktop, and enterprise computer systems support and operations.  Extensive initiative and independent judgement are required in maintaining infrastructure systems and lowering the total cost of ownership across the systems’ life cycle, improving the performance and maintaining availability and recovery of critical systems and services, and designing/building and integrating the next generation for technology solutions.  The employee will also be responsible for maintaining and reporting replacement cycles for capital equipment to forecast long-term expense and budget planning for technology.  Work is reviewed through conferences and results achieved.  Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Maintains a strong partnership with City department managers to ensure that voice and data and technology services performance and availability deliver the information and processing needs for efficient delivery of services; works with business managers and other technology division managers to define how systems and communications-level incidents and problems are tackled and by whom.

Develops and executes plans to test recovery of all critical systems and communications to mitigate, protect and recover after disaster or other threat to continuity of operations.

Develops and executes plans for maintaining the skills required to deliver and support the City’s technical infrastructure and operations.

Leads and fosters discussions with other agencies and product vendors for identifying best practices and implementations of future technical solutions to provide ongoing communications services and reduce total cost of ownership while improving capability and availability to meet departments’ changing business needs.

Defines the relative criticality of different technology and communication services and the metrics for monitoring the performance of these services; defines and executes guidelines, rules and processes for managing and supporting enterprise computer systems and communications.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: end-to-end voice and data computer systems hardware and connecting communications infrastructure; computer and network operations center 24/7 maintenance and operations.

Ability to: understand the demands and constraints of managing technology integration, operations and support, fiscal planning, and client services including call center and field services; communicate clearly and effectively to build strong partnerships with business unit managers and technology providers.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in computer science, information systems, business administration or related field and seven (7) years of progressively responsible experience in technical, enterprise communications and operational services across multiple technology platforms; OR an equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.

Licenses or Certifications

Possession of a valid Florida driver's license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
