Introduction

This is semi-skilled and heavy manual work involving operation of a refuse collection vehicle and is responsible for its crew. Bargaining unit position.

Nature Of Work

An employee in this class is responsible for monitoring a crew and driving a refuse refuse collection vehicle to collect refuse on an assigned route and shift, at times during inclement weather. Under general supervision an employee receives instructions orally and in writing and performs tasks, to include operation of the refuse collection truck and the associated hydraulic packing devices, considerable manipulative skills in the safe operation of automated equipment in areas of limited space and heavy traffic. The exercise of some initiative and independent judgement is required in completing routes. Work may also include performing a wide variety of routine duties in assisting in solid waste equipment maintenance and service operation as assigned. A high degree of physical stamina and exercise of some initiative and independent judgment. Work is reviewed while in progress and upon completion through observation and results obtained.

Examples of Duties

Operates a refuse collection vehicle  and has responsibility for proper operation, cleaning, fueling and minor maintenance of the vehicle; supervises activities of an assistant driver and/or collectors assigned to the truck.

Collects and hauls refuse to the appropriate disposal facility(s). 

Fuels vehicle, checks tires, battery, oil, water, and hydraulic fluid; reports any major deficiencies for immediate attention; washes or deodorizes vehicles and containers when necessary; keeps records and makes oral and written reports as instructed.

Trains and instructs new collectors and drivers in correct safety and collection procedures such as proper hand signals, work methods, and safety and collection precautions.

Operates vehicle 2-way radio utilizing standard procedures; communicates field activities and route information to centralized dispatch as required.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: operation and maintenance characteristics of a rear or refuse collection vehicle and equipment; occupational hazards and appropriate safety precautions.

Ability to: read, understand, and follow simple and specific oral and written instructions; perform semi-skilled manual tasks and; may be required as needed to utilize technical mechanisms in the performance of duties; perform work requiring physical strength and endurance, at times during inclement weather; interpret route maps; operate and utilize a 2-way radio; complete assigned by tablet as well as establish and maintain effective working relationships with others.

Skill and ability to: operate refuse collection vehicles and equipment.

Minimum Qualifications

Graduation from an accredited high school or GED equivalent and one (1) year in manual laborer experience with six (6) months of experience driving heavy-duty trucks and equipment; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida Commercial driver’s license, Class "B” with Air Brakes.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
