Nature Of Work

An employee in this class is responsible for ensuring the efficiency, productivity and effective performance of a team at either the Stormwater Operations or Wastewater Collections Division. Under direction, the employee performs tasks of more than average difficulty requiring the exercise of considerable initiative and independent judgment. An important aspect of this job is the coaching, motivating, training and leading of team members. Position requires flexibility during emergency situations and may serve in an on-call status on a rotational basis.  Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Monitors and evaluates work practices for improved team productivity; schedules resources for team members' growth; assists in maintaining continuous 30-day forecast of resources and projects; evaluates performance measures; evaluates work practices.

Coordinates job assignments; monitors and supports field operations; resolves team conflicts; performs inspections; provides safety review.

Attends weekly team meetings with agenda forwarded to leadership; attends quarterly round table evaluations among team leaders; provide budget inputs. Monitors and ensures regulatory compliance.

Develops effective team members to include providing goals and objectives; coaches and motivates other team members; reinforces and supports the use of business skills, technical skills, and team skills; deals with personnel issues and administers discipline when required; communicates needs and expectations; trains subordinates; evaluates performance.

Co-develops, reviews, and implements plans and goals; coordinates the work with other teams, support groups, and leadership; solicits input from team members. Creates and maintains related reports and records.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: team dynamics; performance management. Basic knowledge of: scheduling; budgeting.

Skills in: coaching; peer assessment; team building; managing diversity; facilitation; problem solving; conflict resolution; computers. providing critical feedback.

Ability to: motivate; organize. read and interpret plans and specifications.  Make decision, have clear communication

Physical Requirements

Ability to lift 40-60 lbs., mostly walking, standing and a combination of working indoors and outdoors. Requires some use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school or vocational school and five (5) years of experience in leading or working in a team environment, preferably with stormwater operations, wastewater collections or comparable industrial experience; or an equivalent combination of related training or experience.

Licenses or Certifications

Possession of a valid driver’s license.

Stormwater-FDOT Advanced MOT certification preferred. 

Wastewater Collections-NASSCO certification, FDOT Advanced MOT certification and FWPCOA A, B and C licenses required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response, or recovery activities related to the stated emergency. A person in this position may also be assigned to perform duties as an ERC Commander role during a storm activation.
