Participates in performing a variety of responsible technical transportation engineering assignments; conducts field investigations and recommends solutions to traffic flow and control problems; oversees the collection and assembly of diverse technical traffic data; participates in the analysis of data and the preparation and presentation of reports to facilitate transportation studies; oversees the conduct of signal warrant studies to determine needs and establish priorities for traffic signal installations; participates in analyzing signalized intersections’ capacity and level of service; recommends changes in traffic control devices for more efficient movement of traffic; oversees the review of construction/site plans for compliance with off-street parking ordinances and various other traffic laws and regulations; performs progression system reviews to maintain system operating integrity.
Conducts field investigation of complaints/action orders regarding traffic markings, signals, timings, and/or phasing problems; prepares correspondence to interested/involved parties regarding traffic situations, problems, and needs; prepares charts, graphs, tables, construction drawings, and other visual aids for the presentation of data; responds to public inquiries and/or complaints in order to provide information and/or resolve or refer to proper person for resolution.
Reviews construction activities while in progress and upon completion to assure conformance with plans, good engineering practices, and established work methods and procedures; conducts information search for special projects, studies, and reports; conducts school zone reviews to identify actual and potential safety hazards; confers with utilities on such matters as service requirements, point of entry, and easement.
Contacts project developers via direct on-site interviews, telephone, or written communications to obtain required documentation; prepares construction and environmental permit applications, including actually filing, tracking, and resolution of issues in order to facilitate overall construction process; coordinates effort on easements acquisitions with such agencies as land and right-of-way office to assist with assigned project.
Applies standard formulas in order to calculate area, volume, distance, grade, triangulation, etc.; estimates costs including materials and labor to facilitate construction projects; creates and customizes boundary maps using digitizing pad or computer utility program; prepares presentation drawings on AutoCAD of an illustrative or technical format to exemplify scope, design, and/or purpose of a proposed transportation construction project; coordinates job assign with contractors’ city crews to get the necessary manpower at specific job sites.
Approves or disapproves construction documents and communicates results to appropriate design professional (architect, engineer, etc.) in order to facilitate construction; coordinates project work with engineering, inspectors, utilities, and contractors to keep project on schedule; reviews drawings prepared/submitted by others to identify conflicts with actual field conditions/ assure compliance with plans and specifications.
Performs related work as required.
Knowledge of: the Manual of Uniform Traffic Control Devices; signals, signs, and markings and their applications and usage; work hazards and applicable safety precautions; municipal rules, regulations, and ordinances relating to traffic flow and control; harting and graphing procedures and practices, and basic drafting techniques including standardized drawing techniques.
Skills in: data analysis and the use and care of traffic data gathering and measuring equipment.Ability to: make mathematical computations using standardized formulas; communicate moderately complex information and ideas verbally and in writing; follow logical lines of inquiry to conclusions; evaluate the work of others for accuracy and completeness; understand and follow oral and written instructions/standardized procedures; read and interpret engineering plan and specifications; prepare charts, graphs, tables, and other visual aids; prepare oral and written reports and maintain accurate and complete records; establish and maintain effective working relationships with employees, officials, and the public.
Mostly sedentary, indoors, occasional outdoors and lifting, requires frequent use of computer, typing and viewing a monitor.
An equivalent combination of education (not less than
possession of a high school diploma/GED), training and experience that would
reasonably be expected to provide the job-related competencies noted above.
