Transportation Technician II

Employees in this class are responsible for performing various responsible technical transportation engineering assignments to include conducting investigations and recommending solutions to traffic flow and control problems. Employees are also responsible for collecting, assembling and analyzing diverse data, and preparing reports on transportation study results. Under general supervision, work is of more than average difficulty and is distinguished from work in the class of Transportation Technician I in that a higher degree of technical expertise is required and greater independence of action is allowed. Some positions might be required to act in a lead capacity over lower level technical and/or clerical personnel in performing less technical functions. The exercise of reasonable initiative and independent judgment is required in applying technical knowledge and an understanding of transportation engineering practices and procedures based on substantial training and experience. Work is reviewed while in progress and upon completion through observation, documents and reports submitted, and results obtained.

Conducts investigations and recommends solutions to variety of traffic flow and control problems; conducts signal warrant studies to determine needs and priorities in traffic signal installations; analyzes signalized intersections’ capacity and level of service; recommends changes in traffic control devices for more efficient movement of traffic; meets with public officials and interested parties regarding traffic problems and resolves conflicts arising out of design and installation of new traffic control signals and signs.

Reviews plot plans submitted by contractors to determine compliance with off-street parking and various other traffic related ordinances, laws, and regulations; conducts field inspections of signals to determine timing accuracy; reviews the operation of progression systems to determine operations integrity; reviews accident reports in order to recommend appropriate measures to correct unsafe conditions and reduce accident rates.

Prepares preliminary designs for the installation of traffic flow and control devices including communication cables for inter-connected signal systems; reviews plans and conducts compliance inspections of traffic control devices at construction sites.

Monitors traffic flow during peak hours or special events, enacting pre-approved signal timing plans based on traffic flow conditions or making temporary adjustments to green time allocations to help mitigate unexpected conditions in real time.

Assists with opening and closing the Selmon Reversible Express Lanes (REL) from a computer terminal; drives sweep vehicle to verify field conditions during REL operations.

Collects, assembles, and analyzes technical traffic flow and control data; prepares and presents reports orally and in writing on transportation studies results including preparation of charts, graphs, tables, and diagrams; reviews and approves street closure permit requests to ensure that conflicts in detour routes are avoided; assembles utility information through research, personal contacts, and meetings.

Provides information to the public by phone regarding the city’s and/or department’s operation to facilitate their understanding; answers requests for information from the public, city, or other agencies to keep them informed; enters/retrieves data in files using personal computer to maintain accurate and complete records; documents problems associated with customer complaints in order to correct problem or avoid recurrences.

Calls on property owners, complainants, and alleged offenders to resolve problems; contacts project developers via direct on-site interviews, telephone, or written communications to obtain required documentation.

Approves or disapproves construction documents and communicates results to appropriate design professional to facilitate construction.

Reviews work to make recommendations concerning the acceptance/rejection of materials and workmanship; inspects all materials and equipment delivered to construction site to ensure that they meet specifications; maintains on-going monitoring of contracts to ensure compliance with city regulations or requirements.

Acts as lead worker and participates in performing a variety of field and office investigation and data collection activities relating to such functions as vehicular and pedestrian counts, flows, and accidents; reviews work of lower level employees for accuracy, completeness, and adherence to instructions given; provides training and assistance to lower level employees in the performance of assigned tasks.

Performs related work as required.

Knowledge of: the manual on Uniform Traffic Control Devices; signals, signs, and markings and their proper applications and usage.  Work hazards and applicable safety precautions; municipal rules, regulations, and ordinances relating to traffic flow and control.  Basic drafting techniques including standardized drawing techniques; charting and graphing procedures and practices.

Skills in: the use and care of traffic data gathering and measuring equipment.

Graduation from an accredited high school and completion of one (1) year of college level coursework in engineering, mathematics, computers, or science or related subjects with three (3) years of experience in data analysis, computers, or engineering; or an equivalent combination of training and experience.

Possession of a valid driver’s license.

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
