Introduction

This is highly responsible professional and supervisory work involving a variety of major engineering functions.

Nature Of Work

An employee in this class is responsible for performing a variety of assignments involving administration and supervision of a major engineering function. Work is of unusual difficulty and may include planning, designing and managing major engineering development programs and projects. Under general direction, employee is required to exercise extensive initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives and goals. Direction and supervision are exercised over subordinate personnel. Work is reviewed through conferences, oral and written reports, and observation of results obtained.

Examples of Duties

Supervises and administers the planning and/or design of major engineering functions in Public Works, Transportation, Contract Administration or a utilities department; determines or assists in the determination of priorities in the scheduling of projects; prepares estimates of costs and makes recommendations for inclusion in the annual departmental budget; supervises and participates in preparation of plans, specifications and contract documents for a large variety of projects requiring contract bid or for internal use.

Acts as project manager of major engineering development programs; supervises and coordinates all related activities including programming, contract administration, construction inspection, progress reports, and change orders; maintains continuous liaison with local, state and federal governments, and civilian agencies; reviews and initiates approval of plans and specifications prepared by consulting engineering firms; has responsibility for monitoring field engineering construction work.

Replies to technical inquiries from the general public and from governmental agencies on policy, petitions, ordinances, engineering problems, and estimated construction costs; coordinates present and future needs of the department with other agencies.

Exercises general supervision over and participates in the training of professional, sub-professional, technical, and clerical personnel; completes evaluations; approves leave and training requests; administers discipline when needed; responds to grievances.

Conducts studies and prepares periodic and special reports; coordinates same within the department and with other municipal departments, utility agencies, contractors, engineering firms, and governmental agencies.

Confers with utilities on such matter as services requirements, points of entry, and easement; reviews inspection reports completed by subordinates to ensure that documentation is complete and action taken is proper; meets with developer and other interested parties regarding major or potential construction projects within Tampa/ Hillsborough area; reads and interprets blueprints, technical drawings, plans, specifications, and diagrams to determine proper interface configurations/construction methods.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: principles and practices of municipal civil engineering; federal, state and municipal rules, regulations, ordinances, and other pertinent documents; engineering developments and information related to the area of assignment.

Considerable knowledge of: engineering and administrative management procedures, practices and methods; supervisory techniques.

Ability to: plan, organize, assign, direct, supervise, and review the work of others engaged in a variety of engineering assignments; analyze plans, specifications and other technical materials and draw sound conclusions, oversee the in-house and consultant production for the hard design of stormwater gravity conveyance systems in urban rights-of-ways, ponds and pumping station rehabilitations, forcemains, preparation of technical specifications and related bid documents; organize in report form and present sound recommendations effectively, both orally and in writing; train others in the assigned area; establish and maintain effective working relationships with employees, officials and the public.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably in civil engineering, and five (5) years of progressively responsible related experience, including three (3) years in supervisory or lead experience.

Licenses or Certifications

Possession of a valid Florida driver’s license or the ability to obtain one. Possession of a State of Florida Professional Engineer’s license or the ability to obtain one within six months.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
