Nature Of Work

An employee in this class is responsible for performing specialized duties in the promotion and implementation of Women/Minority Business Enterprise (W/MBE)  and Small Local Business Enterprise’s (SLBE) programs. Assignments are of more than average difficulty and include performing research and analysis of statistical data and maintaining Equal Business Opportunity (EBO) / Equal Employment Opportunity (EEO) contract compliance reviews and W/MBE, SLBE Program audits. Employees also perform intake investigations and process information to insure equal access and opportunity in public sector contracting and procurement procedures. Tasks are performed under general supervision and include collecting, analyzing, and documenting enterprise-wide procurement activity and supplier-diversity data. Employees are expected to possess familiarity with multiple business systems, data sources and information relevant to the subject programs. The exercise of reasonable initiative and independent judgment is required in ensuring that data compilation is accomplished in a thorough and accurate manner. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Promotes and implements programs and procedures to overcome barriers to effective W/MBE and SLBE participation; collects, compiles, sorts, and categorizes information needed for disparity studies, ad-hoc reports and special projects; performs research and analysis of statistical data for small local business and women/minority-owned business development, contract compliance reviews and makes recommendations on findings.

Performs intake investigations and processes information of disparity/discrimination in contracting and procurement procedures.

Conducts pre-bid/proposal construction conferences in order to facilitate process, exchange information, make reservations, etc.; makes periodic visits to locations to determine adherence to procedures, solves problems; maintains ongoing monitoring of contracts to ensure compliance with city regulations or requirements.

Identifies potential data sources to determine availability and location of needed information; analyzes collected data using computer based systems and verifies accuracy; identifies trends and other indicators present in collected information.

Assists in the preparation of correspondence; coordinates special requests and ensures that appropriate follow through action is taken; develops and prepares brochures and booklets on different facets of EBO/ EEO programs for distribution and use in training programs.

Reviews federal, state and local laws, regulations and ordinances relating to W/MBE  and SLBEcompliance programs; maintains and updates associated files and logs; conducts compliance audits and assists in mediation and conciliation of complaints; interviews business owners subject to compliance with the city’s program; provides information to the public concerning programs and activities.

Conducts orientations, basic training, and specific project training in order to bring employees or the public up-to-date.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: Supplier Diversity Procurement Programs, Disparity Study Methodology and EEOC laws; City of Tampa’s Code of Ordinance promulgating W/MBE and SLBE rules, policies, and regulations; municipal procurement practices; data processing applications; methods and techniques of data compilation, analysis and documentation; data sources; research, survey and interview methods and techniques.

Ability to: understand related diversity-management business systems and procedures; effectively utilize computers; modify data programs as needed to effectively process information; review contract agreements to ensure compliance with requirements; effectively communicate with persons of diverse socioeconomic backgrounds; collect, assimilate, analyze, and document data; perform basic statistical and other computational tasks; prepare oral and/or written reports and impart them effectively; establish and maintain effective working relationships with others.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in business or public administration or a related field and six (6) months of experience in working with Women/Minority Business Enterprise Programs and performing computer based data compilation and statistical analysis; or an associate’s degree in business or public administration or a related field and two (2) years and six (6) months of experience in working with Women/Minority Business Enterprise Programs and performing computer based data compilation and statistical analysis.

Preferred Qualifications: Bachelor degree and minimum 2 year experience in analytical and program evaluation. Knowledge of supplier diversity procurement programs preferred.

Licenses or Certifications

Possession of a valid drivers license may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
