Nature Of Work

An employee in this class of work is responsible for assisting with emergency management, planning, training, and operations. Tasks are of considerable difficulty and involve performing specialized, multi-faceted, technical and administrative work in developing programs and emergency operational capabilities that mitigate, prepare for, respond to, and recover from any emergency disaster. This position is also responsible for acquiring grant funding for the Office of Emergency Management and developing and promoting emergency management initiatives. Work is performed under general supervision requiring the exercise of considerable initiative and independent judgement in completing assigned tasks and meeting time constraints. Employee may be required to work nights and weekends in the event of an emergency or other large-scale disaster. Employee will also be on call twenty-four (24) hours, seven (7) days per week. Work activities are reviewed while in progress, through conferences, reports submitted, and results obtained.

Examples of Duties

Assists with the development of municipal emergency plans: manages milestones, schedules and complex time-critical support activities; provides a program of instruction in integrated emergency management for all City personnel in preparation for emergency disasters.

Researches, identifies, reviews, and analyzes potential grant funding for department emergency management projects from state and federal agencies, non-profit groups and other sources.

Serves as Operations/Logistics Officer during Emergency Operations Center activation; supports management of Emergency Operations Center; participates in the development and coordination of public safety initiatives for emergency management related programs under the direction of the Emergency Coordinator.

Develops, facilitates, promotes, and implements comprehensive emergency management training programs; participates in and develops training materials and exercises related to emergency/disaster training; also assists with developing outreach and marketing materials.

Provides assistance with coordination of the dissemination of information and public relations activities for the purpose of gaining support of emergency planning, programs, and objectives; in the absence of Emergency Coordinator, acts as source of emergency management information for local government and community groups as well as the media.

Oversees the development and coordination of volunteers needed to assist with disaster management; maintains the volunteer database and ensures volunteer information is accurate and current; organizes volunteers during emergency situations.

May represent the Emergency Coordinator at a wide range of meetings for the purpose of discussing disaster response in their absence.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: functions, policies and procedures, principles, practices and techniques of emergency management; public safety operations and services; 9-1-1 network design, computer-aided dispatching, mobile data systems, digital communication technology, VHF, UHF, conventional and trunked 800-900 MHZ wireless communication systems with Public Safety emphasis; Homeland Security, Emergency Management, Fire and Law Enforcement Services and Medical Response Operations.

Working knowledge of: Florida Division of Emergency Management operations and concepts, the National Response Plan and the National Incident Management System.

Ability to: participate in operation and management of City Emergency Operations Center activities; establish and maintain effective working relationships with others; facilitate and/or train classroom-size groups; develop long-term strategies and goals; coordinate the work activities of managerial, professional and support staff; interpret policies, procedures, codes, ordinances, and regulations; communicate effectively both orally and in writing.

Skill in: developing and conducting formal presentations; configuring ETeam incident management system software.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in business or public administration, communications, emergency management, or a related field and one (1) year of responsible emergency management experience or an associate's degree business or public administration, communications, emergency management, or a related field and three (3) years of responsible emergency management experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
