Introduction

This is a highly responsible stormwater design professional involving a variety of engineering functions.

Nature Of Work

An employee in this class is responsible for performing a variety of engineering stormwater assignments of more than average difficulty, involving stormwater design and management for major engineering projects. Work is of unusual difficulty and may include planning, hard design for large capital improvements as well as small in-house projects and will involve supervising consultant managed large capital improvement projects. Under general direction, employees are required to exercise considerable initiative and independent judgment in selecting work methods and formulating recommendations to meet project needs, objectives and goals. Work is reviewed through conferences, oral and written reports, and observation of results obtained.

Examples of Duties

Responsible for design of large stormwater engineering projects; preparation of specification and contract packages, estimates for construction costs; preparation of construction plans for in-house and bid-out projects. Acts as project manager of major engineering development programs; coordinates all related activities including contract administration, construction inspection, progress reports, and change orders; maintains continuous liaison with local, state and federal governments, and civilian agencies; reviews and initiates approval of plans and specifications prepared by consulting engineering firms; has responsibility for monitoring field engineering construction work.

Coordinates projects with construction engineers, inspectors, private utilities, City services, City Departments, and contractors during design and construction phase.

Prepares or facilitates all permits for construction of stormwater projects.

Replies to technical inquiries from the public and from governmental agencies on policy, petitions, ordinances, engineering problems, and estimated construction costs.

Confers with City and private utilities on such matter as services requirements, points of entry, and easement; reviews inspection reports; reads and interprets blueprints, technical drawings, plans, specifications, and diagrams to determine proper interface configurations/construction methods.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: principles and practices of municipal civil engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; engineering developments and information related to area of assignments.

Ability to: plan, organize and engage in a variety of engineering assignments; analyze plans, design and prepare complete engineering plans and specifications for major projects; oversee the in-house and consultant production for the hard design of stormwater gravity conveyance systems in urban rights-of-ways, ponds and pumping station rehabilitations, stormwater forcemains, analyze engineering data and draw sound conclusions; prepare and submit detailed, clear and concise reports, both orally and in writing establish and maintain effective working relationships with employees, officials and the public.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably related to the area of assignment, and four (4) years of post-degree engineering experience; if no Professional Engineer license, Engineer Intern (EI) designation and six (6) years of post-degree engineering experience; if no Professional Engineer (PE) license and no Engineer Intern (EI) designation,11 years of post-degree engineering experience.  Significant independent project completion experience required.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
