HRMS Analyst

Introduction

This is highly responsible human resources information systems work.

Nature Of Work

The employee in this class analyzes work process design and flow, improves processes and leverages the return on technological capabilities. This position serves as a technical point-of-contact and assists HR divisions with ensuring data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities. The HRMS Analyst also supports HRMS upgrades, patches, testing and other technical projects as assigned.

Examples of Duties

Manages the configuration and data set-up tables of the Human Resources systems ensuring that new hire, employee benefits and routine transactions are edited and processed throughout the system.

Analyzes the flow of new hire or employee benefits data and develops internal procedures, guidance and training for staff to facilitate the timely and accurate update of employee information and benefits records.

Plans, schedules, and coordinates global payroll changes by working closely with the Payroll Division and Technology & Innovation to provide timely and efficient processing of changes and updates.

Establish and maintain up-to-date HRMS functional departmental documentation, standard operating procedures and a comprehensive HRMS reports database.

Performs system maintenance and troubleshooting in the processing or retrieval of employee data in the HRMS.

Acts as an HRMS project team lead to plan, test and implement new and revised HRMS upgrades and enhancements.

Determines security access, evaluates data conversion and conducts data validation to ensure system accuracy quality and efficiency of HRMS, document management systems or third-party software during system upgrades.

Maintains liaison with the Technology & Innovation Department, Payroll Division, pension administrators, operating departments and vendors on issues relating to the HRMS systems.

Designs & develops complex reporting and analysis through generated reports from various databases using ad hoc queries and reporting tools to produce meaningful metrics; monitors and generates reports relating to employee records, such as employment and separation, correct pay rates, and benefits balances.

Participates in unit and system testing to ensure proper functioning of systems.

Conducts training, including developing user procedures, guidelines and documentation; trains users on new processes/functionality; trains new system users.

Identifies changing systems needs due to legal or contractual changes affecting benefits; provides feedback and recommendations pertaining to HRMS systems and processes.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of:  HR database maintenance and management; operation and capabilities of related software; and system upgrades and testing.

Working knowledge of: City of Tampa personnel and union contract policies; statistics; and HR benefits and payroll practices.

Skill in: MS Word, Excel, PowerPoint; Oracle and Kronos.

Ability to: compile and analyze data; conduct systems testing; conduct and supervise independent research; establish and maintain effective working relations with employees, supervisors, and managers; write technical Standard Operating Procedures.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in public or business administration, human resources or related field, or information technology and three (3) years of progressively responsible technical experience in human resources information systems; OR an associate’s degree in public or business administration, human resources or related field and five (5) years of progressively responsible technical experience in human resources information systems.

Preference will be given to applicants with Oracle experience.

Licenses or Certifications

Possession of a valid driver’s license is required.

Certification as a Professional in Human Resources (PHR, SPHR, SHRM-CP or SHRM-SCP) preferred.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
