Nature Of Work

An employee in this class is responsible for performing various manual and semi-skilled tasks of routine difficulty in construction, maintenance, repair, and/or other related municipal services, operating power tools and equipment and/or applying specific knowledge and skills related to area of assignment. Though under immediate supervision, employee receives instructions orally and in writing and must exercise some initiative and independent judgment in performing assigned tasks. Some positions might require employee to work part-time or irregular hours and/or to perform tasks of a hazardous nature. Work is reviewed while in progress and upon completion through observation and results obtained.

Examples of Duties

Performs unskilled and semi-skilled tasks related to construction, maintenance, and repair of buildings, facilities, streets and other installations.

Operates electric, gasoline, hydraulic, and pneumatic driven power tools including brush cutters, tamping machines, chain saws, pipecutters, power hack saws, pumps, lawn mowers, weedeaters, trim edgers, bench grinders, drill presses, paint spray guns, arc welders, jack hammers and concrete mixers; fixes or repairs small engines, weed eaters and other devices; maintains tools and equipment used in maintenance and repair. Might serve as a trades helper by performing semi-skilled carpentry, painting, pipelaying, plumbing, tile work, brick masonry, welding, basic electrical repair, and cement work; receives on-the-job training in higher level semi-skilled and skilled trades.

Performs minor maintenance and groundkeeping of municipal facilities and grounds; cleans walkways; empties waste receptacles; waters grass and shrubs; performs landscaping and gardening work; plants, prunes, and trims shrubs; applies fertilizer and insecticide; performs custodial duties with immediate responsibility for sweeping, cleaning, mopping, dusting, waxing and/or polishing building interiors, floors and furniture; removes graffiti throughout the city using chemicals or steam pressure washer.

Participates in laying out, installing, maintaining and removing pavement markings; operates motorized striping machines; uses painting tools and equipment in painting parking spaces, crosswalks, and striping streets; operates squeeze rollers and sheeting applicators.

Participates in installation, maintenance, and replacement of traffic signs and anchoring of hardware; mixes and pours cement for erecting sign posts; installs construction signs and barricades in order to re-route traffic; ensures safety and security of equipment and materials; directs pedestrians and vehicular traffic to insure safety; reports safety concerns; performs yard operations such as cleaning, minor repair, and sorting of scrap materials.

Installs irrigation systems underground, including laying pipes and electrical lines to facilitate automatic system operation; installs conduit system, above/under ground systems and pull boxes in order to facilitate operations.

Manually loads and unloads heavy items, including supplies, equipment, and materials; transports people, material, tools, and equipment to and from sites to ensure efficiency and safety.

Operates radio or communications equipment; some positions might require operation of a motor vehicle and some minor vehicle maintenance.

Performs related work as required.

Knowledge, Skills & Abilities

Some knowledge of: minor repair, maintenance and construction methods; occupational hazards and appropriate safety precautions; cleaning materials, methods and equipment where required; plant care, where required.

Ability to: understand and follow oral and written instructions; perform tasks requiring physical strength and endurance; operate a motor vehicle; establish and maintain effective working relationships with employees and the general public.

Skill in: use and care of hand and power tools and other related materials and equipment.

Minimum Qualifications

Completion of 8th grade and six (6) months of experience in services and/or building or mechanical maintenance or repair work; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of: a pesticide application certificate where required; a valid Florida driver's license is required (except those assigned to Neighborhood Empowerment); some positions may require a valid Florida Commercial driver’s license.
