Introduction

This is responsible professional and supervisory work involving a variety of engineering functions.

Nature Of Work

An employee in this class is responsible for supervising and participating in a variety of engineering assignments of more than average difficulty, which may include development review, construction inspection, or maintenance projects, as well as traffic engineering and related activities. Some positions require the employee to function as a civil, traffic, or right-of-way project engineer. Others require the exercise of a high degree of technical knowledge and ability in applying principles of plant engineering to operations or maintenance functions, or in coordinating efforts to assist in proper development, implementation, and completion of major programs and projects on a city-wide basis. Under general direction, employees exercise considerable initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives, and goals. Positions require employees to direct and supervise subordinate personnel. Work is reviewed through conferences, oral and written reports, and observation of results obtained.

Examples of Duties

Oversees the traffic signal computer system operation.

Manages the traffic signal system contract, coordinates with the appropriate agencies, and reports project phases.

Performs traffic analysis using microsimulation tools, data collection and field analysis.

Supervises the development of the traffic signal controller timings and traffic signal coordination timings and ensures timings meet current standards.

Investigates and responds to customer service issues relative to traffic signal timings.

Oversees the continual automatic traffic signal data collection, traffic studies, signal warrant and capacity analyses prepared by subordinate staff and contractors.

Plans, designs, integrates, and proactively operates the Advanced Traffic Maintenance Signal (ATMS) to achieve policy based objectives improving the efficiency, safety, and reliability of signalized intersections and crosswalks.

Oversees staff responsible for reversing the Selmon Expressway Reversible Lanes per the agreement with the Hillsborough County Expressway Authority (THEA). 

Supervises the installation, operations and maintenance of the traffic monitoring CCTV system. 

Responsible for operations and maintenance of the Intelligent Transportation System communications network.

Supervises special event traffic management for various venues (Stadium, Forum, Convention Center, etc.) for special event traffic signal timings to ensure maximum traffic flow.

Ensures traffic signal plans incorporate documented methodology for the analysis supporting the improvement recommendations.

Develops traffic control plans for special events.

Performs other related duties as required.

Knowledge, Skills & Abilities

Knowledge of: Principles and practices of the assigned area of engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; MUTCD relative to signals, signing, pavement marking, railroad is required; Synchro and SimTraffic or similar microsimulation tools; Engineering developments and information related to traffic engineering and operations; supervisory techniques; FDOT design and engineering specifications and plans preparation relative to roadway, ITS, traffic signals, signing/marking and safety; Smart City applications and related initiatives.

Ability to: Coordinate, assign, supervise, and review the work of others engaged in a variety of engineering assignments; Plan, design, and prepare complete engineering plans and specifications for major projects; Read and interpret engineering plans and specifications; Analyze engineering data and draw sound conclusions; prepare and submit detailed, clear, and concise reports, both orally and in writing; Train others in the assigned area, as well as to establish and maintain effective working relationships with employees, officials, and the general public.

Skill in: Use of personal computers and software including word processing, spreadsheets, databases, and applicable engineering software (models).

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably related to the area of assignment, and three (3) years of engineering experience, including one (1) year of supervisory experience.

Licenses or Certifications

Possession of a valid Florida driver’s license required.   Florida Professional Engineer license (or ability to obtain one within 12 months) is required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
