Nature Of Work

The employee in this class of work is responsible for participating in development, promotion, coordination, monitoring, and evaluation of activities related to the City’s recycling and waste reduction program. Work is of more than average difficulty; therefore, the employee should possess knowledge of solid waste and recycling methods, procedures and equipment and be capable of making sound decisions based on this knowledge. Most work is performed under general supervision; however, the employee is expected to exercise reasonable initiative and independent judgment and work independently and responsibly. This position involves extensive responsibility for implementing educational programs, public awareness campaigns, and data collection and analysis. Work is reviewed through conferences, reports submitted and results obtained.

Examples of Duties

Participates in developing, implementing, coordinating, monitoring, and evaluating activities related to the City’s recycling, waste reduction and household chemical collection programs complying with federal, state and local guidelines; promotes recycling by individual residents, multi-family complexes and commercial entities.

Develops and implements promotional campaigns; develops and implements programs directed towards keeping the public aware of the value of recycling, focusing attention on waste reduction, and encouraging the public to buy recycled products; makes presentations at schools and professional organizations.

Locates and prepares applications for state and federal grants; prepares grant reports and invoices; coordinates the work of consultants when required.

Tracks and analyzes program progress; assesses the performance of curbside collection contractors and determines markets for recyclable products; makes recommendations to management on program enhancements.

Coordinates special events such as Earth Day and America Recycles Day; coordinates special seasonal recycling programs such as setting up collection sites for discardedChristmas trees.

Performs related work as required.

 

Knowledge, Skills & Abilities

Working knowledge of: solid waste and recycling methods, procedures and equipment; Microsoft Office and desktop publishing programs (FrontPage).

Ability to: prepare reports and other documents; coordinate the work of others; establish and maintain effective working relationships with other employees, consultants and the public

Skill in: the use of personal computers and applications software.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree and one (1) of year professional experience in recycling, environmental studies or planning, or a field related to solid waste operations; OR- Graduation from an accredited college or university with an associate’s degree and three (3) years of professional experience in recycling, environmental studies or planning, or a field related to solid waste operations.

Licenses or Certifications

Possession of a valid Florida driver’s license. Ability to obtain HAZWOPER and SWANA Recycling Certifications within six (6) months of employment.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
