Parking Off Street Supervisor

Nature Of Work

The employee in this class is responsible for planning, organizing, coordinating, and supervising operations activities for the municipal parking division.  Work is of considerable difficulty and involves overseeing the operational management of such functions as parking meter collection/maintenance, on-street parking enforcement, off-street parking operations and maintenance, equipment maintenance, and facilities security.  Employee also has responsibility for performing such tasks as investigating complex parking ticket complaints, conducting parking surveys, and making recommendations on parking zone changes.  Other tasks performed include developing divisional goals/policies, and formulating work methods, procedures, and standards for their accomplishment.  The employee works under general direction and is expected to exercise considerable initiative and independent judgment in performing assigned tasks as well as in supervising and reviewing the work of subordinate employees.  Tact and courtesy are required in contacts with the general public.  Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Plans, organizes, coordinates, and supervises parking operations division activities; oversees and directs, through subordinate supervisors, parking meter collection/ maintenance, on-street parking enforcement, off-street parking operations and maintenance, equipment maintenance and repair, and facility security functions; provides training, technical guidance, and assistance to subordinate employees in performing assigned tasks; keeps subordinates abreast of changes in ordinances relative to assigned area; develops division goals and objectives for approval by division manager; formulates work methods and operating procedures with assistance from subordinates.  

Investigates and resolves complex parking ticket complaints from the public; makes suggestions and recommendations on requests for parking zone changes; monitors special parking permit assignments and cancellations and investigates/reports cases of misuse; conducts parking surveys and makes recommendations on changing time limits, parking rates, and use of metered and unmetered areas; institutes impounding procedures when necessary; inspects parking facilities and coordinates the establishment of maintenance and repair schedules.  

Prepares the parking operational budget for inclusion in the division budget; reviews and monitors division expenditures; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; administers required discipline; responds to employee grievances; completes employee performance evaluations.  

Manages the division in the absence of and upon the request of the division manager and assistant manager.  

Performs related work as required.  

Knowledge, Skills & Abilities

Extensive knowledge of:  methods, practices, procedures, and equipment pertinent to on-street and off-street parking operations.   

Considerable knowledge of:  appropriate rules, regulations, codes, and ordinances relative to a municipal parking operation; parking operations fiscal management principles and practices.   

Working knowledge of:  principles, practices, and techniques of office administration; effective supervisory techniques.   

Ability to:  effectively manage the work of a large diversified staff; plan, organize, and coordinate parking operations activities; prepare oral and written reports and impart them effectively; establish and maintain effective working relationships with subordinate personnel, other employees, municipal officials, and the general public.  

Skill in:  project and people management.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in business or public administration, accounting, finance, engineering or a related field and three (3) years of progressively responsible experience overseeing a large parking operation, programs; or an associate’s degree and five (5) years of related experience; including one (1) year in related supervisory experience.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
