Engineer III (N/S)

This is responsible professional work involving traffic engineering and traffic safety functions.

An employee in this class is responsible for participating in a variety of engineering assignments of more than average difficulty, which may include development, construction, inspection, or maintenance of projects as well as traffic engineering and related activities. The position requires the employee to function as a civil or traffic project engineer and exercise a high degree of technical knowledge and ability in applying principles of traffic engineering to operations or maintenance functions, or in coordinating efforts to assist in proper development, implementation, and completion of major traffic safety programs and projects on a city-wide basis. Under general direction, employees exercise considerable initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives and goals. Work is reviewed through conferences, oral and written reports, and observation of results obtained.

Participates in design and construction of streets, sidewalks, curbs, traffic separators or curb extensions (bulb-outs).

Prepares and revises preliminary designs, cost estimates and project recommendations for inclusion in planning and design functions.

Participates in inspection of construction jobs, as required.

Provides input into submission of final "as built" plans and for maintaining and updating municipal records in the assigned area.

Reads and interprets construction plans, technical drawings and diagrams to determine proper interface configurations.

Prepares bid specifications and engineer’s estimate for project contracts.

Determines bid items and quantities for project contracts.

Performs calculations and prepares detailed geometric design of roadway projects.

Prepares design of construction-related maintenance of traffic plans and construction phasing for inclusion in project plans.

Directs or participates in preparation of rules, regulations and ordinances.  

Provides input into development of annual department budget.  

Coordinates plans, special studies, contracts, design, and functional requirements with municipal departments and outside sources, such as contractors, engineering firms and governmental agencies.  

Represents department in area of work at technical meetings and conferences.  

Maintains effective relationships with municipal and outside agencies.  

Performs functions in administration of federal programs through coordination with municipal departments and outside agencies by understanding and interpreting federal guidelines and requirements.  

Acts as a team leader on a project basis in order to facilitate project completion.

Trains professional, sub-professional, technical, and clerical personnel; completes studies, updates files, prepares plans and reports.  

Makes recommendations with respect to future projects and preventative maintenance programs, as required.  

Coordinates project work with engineering, inspectors, utilities, and contractors to keep project on schedule.  

Acts as team leader on a project basis in order to facilitate project completion.  

Prepares construction plans and specifications to facilitate construction projects.

Conducts field investigations/surveys/inspections to collect information/evidence when necessary.  

Reviews plans/specifications and reports prepared by Florida Department of Transportation, Hillsborough County or City of Tampa consultants.  

Prepares construction permit applications, including actually filing, tracking and resolving of issues in order to facilitate overall construction process.  

Approves or disapproves construction documents and communicates results to appropriate design professional (architect, engineer, etc.) in order to facilitate construction.

Advises public on rules and regulations to ensure compliance with same.

Locates and identifies problems and decides what remedy should be taken to fix problem.  

Reads and interprets blueprints, surveying data, technical drawings, specifications, diagrams.  

Performs related work as required.

Knowledge of: Principles and practices of civil or traffic  engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; Manual on Uniform Traffic Control Devices (MUTCD); Proposed Guidelines for Pedestrian Facilities in the Public Right-of-Way (PROWAG); Florida Department of Transportation’s (FDOT) Florida Green Book; FDOT Speed Zoning for Highway, Roads and Streets in Florida; FDOT Traffic Engineering Manual; FDOT Manual on Uniform Traffic Studies; engineering developments and information related to traffic engineering and traffic safety; Road, Pedestrian and Bicycle Safety Audits, Safe Routes to School and Systemic Approach to Safety; understanding of FHWA safety and traffic calming countermeasures

Ability to: Operate coordinate and review the work of others engaged in a variety of engineering assignments; plan, design and prepare complete engineering plans and specifications for major projects; read and interpret engineering plans and specifications; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear and concise reports, both orally and in writing; train others in the assigned area, as well as to establish and maintain effective working relationships with employees, officials and the general public.  

Skill in: Use of personal computers and software including word processing, spreadsheets, databases, and applicable engineering software (models).  Use of AutoCAD LT and/or Civil 3d, ArcGIS, and crash data management systems.

Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably related to the area of assignment, and three (3) years of post-degree engineering experience with Professional Engineer license; or if in possession of Fundamentals of Engineering (FE) designation, five (5) years of post-degree engineering experience.  Significant independent project completion experience required.

Professional Engineer license Preferred. Possession of a valid Florida driver’s license.

Advanced Maintenance of Traffic Certification preferred or ability to acquire within 6 months.

Current City of Tampa employees must meet established level III criterion for the current job skills matrix.

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
