Nature Of Work

An employee in this class, under general direction, performs a variety of administrative, accounting and financial analysis tasks for a large and/or complex unit of the city.  Primary responsibilities are fiscal, planning, organizing and managing resources in an efficient manner at the Convention Center.  Work is of considerable difficulty and requires the application of standard accounting and financial principles and practices as well as the exercise of considerable initiative and independent judgment. Work is reviewed through conferences, reports submitted, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Plans, assigns, schedules, supervises, and reviews the work of subordinates; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; responds to requests for leave; provides needed training; completes performance evaluations.  

Directs preparation and submittal of budgets and monitors budget expenditures and trends; directs and plans accounting and fiscal activities, which may include contract management, accounts payable, accounts receivable, sales tax regulations, client invoices and inventories.  

Collects, organizes, and analyzes data; develops schedules and timetables; supervises the maintenance of records for multiple funding sources of varying types; collects, organizes, analyzes and prepares reports for the reimbursement of disaster damage recovery.        

Conducts studies to determine feasibility and/or cost of proposals and prepares reports and recommendations based on analysis; coordinates grants for department and assists in preparation and reporting of grant status; handles a variety of administrative details for management staff.  

Assists in the development, installation, and maintenance of various departmental support systems, using databases and spreadsheets to record, maintain and utilize data.    

Develops resolutions for complaints received from customers or the public.  

Oversees the department website and social media activity.   

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: fiscal and accounting principles and practices; sales tax regulations; contract management; application of information technology to accounting systems and financial analysis; modern management principles and practices.

Ability to: plan, assign, direct, and coordinate the work of subordinate technical, professional and administrative support employees in a manner that promotes full performance; establish and maintain effective working relationships with employees, vendors, service users, and the general public; prepare accounting records, fiscal reports and statements; prepare and analyze general financial statements.

Skill in: research and analysis of data; writing and composition.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, information systems or business administration or related field and three (3) years of experience in finance, accounting, business systems or budgeting at the supervisory or managerial level; Master’s Degree preferred.

Licenses or Certifications

Possession of a valid drivers license may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
