Introduction

This is responsible and supervisory work involving support services at the municipal wastewater collection division.

Nature Of Work

The employee in this class is responsible for performing tasks of considerable difficulty involving supervising a variety of activities in support of a municipal wastewater collections operation. Under general direction, the employee's responsibilities include supervising operation of the grease trap inspections, utility locate and vehicle maintenance sections. The employee is also responsible for coordinating the assignment and availability of vehicles and equipment for daily use. Employee performs such tasks as assisting in preparation of detailed work plans, suggesting improved work methods and investigating complaints. The employee is expected to exercise considerable initiative and independent judgment in performing assigned tasks and supervising the work of subordinate employees to ensure compliance with established procedures and instructions given. Work is reviewed through conferences, reports submitted and results obtained.

Examples of Duties

Plans, assigns, supervises, and reviews the work of several crews engaged in performing complex and technical work; assists crew chiefs in assigning and expediting jobs; crews primary duties include:  

  • Inspecting commercial establishments for compliance with the City Grease Management Ordinance (GMO); inspecting cooling tower discharge water meters for proper installation and auditing meter readings performed by customers; registering commercial grease haulers for the (GMO).     
  • Investigating commercial and residential illegal sewer connections. 
  • Locating and marking all underground utilities prior to construction by City forces or outside contractors in accordance with the Sunshine State One Call of Florida requirements; investigating damage to Department facilities potentially attributed to activities done by contractors to determine liability.      
  • Servicing and maintaining department’s fleet of construction vehicles including backhoes, track hoes, pay loaders, CCTV inspection trucks, industrial vacuum trucks, and tankers (including providing emergency road assistance); transporting heavy construction equipment to jobsites and pump stations.
  • Assists in preparation of detailed work plans; reads and interprets plans and specifications; suggests improved work methods; implements safety regulations and requirements; inspects work in progress; investigates complaints related to wastewater construction activities
  • Recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; responds to requests for leave; completes performance evaluations and administers required discipline, responds to employee grievances; holds employees accountable for quality and quantity of all work performed within the section.
  • Compiles necessary reports for productivity and tracking of performance metrics; maintains attendance records and time sheets.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: methods, practices, materials, and equipment used in construction and maintenance; occupational hazards and appropriate safety precautions; effective supervisory practices; operation and care of vehicles and equipment utilized in wastewater collection activities; vehicle maintenance scheduling techniques and procedures.

Working knowledge of: the City Grease Management Ordinance; the Sunshine State One Call of Florida requirements.

Ability to: plan, assign, supervise, and review the work of subordinate employees; read and interpret plans and specifications; understand, interpret and effectively carry out written and oral instructions; maintain records and prepare clear and concise reports; deal with complaints tactfully and efficiently; establish and maintain effective working relationships with employees, officials and others.

Minimum Qualifications

Graduation from an accredited high school or vocational school and three (3) years of progressively responsible experience in a wastewater collection operation preferably with experience in coordinating the maintenance and/or repair of vehicles and equipment and at least six (6) months related in supervisory experience; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida commercial driver’s license may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
