Nature Of Work

An employee in this class is responsible for performing a variety of assignments of unusual difficulty in administration and supervision of a major engineering function such as project planning and/or design, including related budgetary actions. Under general direction, employees are required to exercise extensive initiative and independent judgment in selection of work methods and formulation of recommendations to meet program needs, objectives, and goals. Direction and supervision are exercised over subordinate personnel. Work is reviewed through conferences, oral and written reports, and observation of results obtained.

Examples of Duties

Supervises and administers planning and or design of major engineering functions in public works, and utilities departments; determines, or assists in the determination of, priorities in scheduling of projects; prepares cost estimates and makes recommendations for inclusion in annual departmental budget; supervises and participates in preparation of plans, specifications, and contract documents for a large variety of projects requiring contract bid or for internal use.

Exercise responsible charge of project plans production and/or permit applications for state and federal permits; signs and seals plans, calculations and other certifications.

Reviews and initiates approval of plans and specifications prepared by consulting engineering firms; monitors field engineering construction work and conducts follow-up inspections.

Replies to technical inquiries from the general public, developers, and governmental agencies on policy, petitions, ordinances, engineering problems, and estimated construction costs; coordinates needs of the department with other agencies; maintains on-going monitoring of contracts to ensure compliance with city regulations or requirements.

Exercises general supervision over professional, sub-professional, technical, and clerical personnel; conducts and coordinates studies and reports within the department and with other municipal departments, agencies, contractors, and engineering firms.

Conducts field investigations, surveys, and inspections to collect information/evidence when necessary; testifies in court on claims, including depositions, and answering subpoenas.

Acts as team leader on a project basis to facilitate project completion; assigns work, sets priorities, and defines procedures to facilitate completion; completes performance evaluations on subordinates; recommends personnel actions such as discipline, demotions, suspensions, and dismissals.

Supervises master planning for the State Comprehensive Plan and infrastructure improvement; assists in developing capital improvement projects; reads and interprets blueprints, technical drawings, and diagrams.

Coordinates job assignments of contractors and city crews to get the necessary manpower at specific job sites.

Develops detailed project schedules and work programs using critical-path method (CPM) techniques; reviews construction activities while in progress and upon completion to assure conformance with plans, good engineering practices, and established work methods and procedures.

Performs calculations and prepares detailed geometric design of roadway projects; prepares design of construction and related maintenance of traffic plans and construction for inclusion in project plans.

Designs and coordinates the design of such power and control circuits as medium and low voltage switching gear and distribution systems, motor control and instrument circuits, and remote monitoring and control telemetering systems; develops and implements programs to minimize energy consumption and maximize electrical system efficiency.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: principles and practices of the assigned area of engineering; federal, state, and municipal rules, regulations, and other pertinent documents; engineering developments and information related to assigned area.

Considerable knowledge of: engineering and administrative management procedures, practices, and methods.

Ability to: supervise the work of personnel engaged in a variety of engineering assignments; analyze and interpret plans, specifications, contracts, and other technical materials and draw sound conclusions; organize in report form and present sound recommendations effectively, both orally and in writing; train others in assigned area; establish and maintain effective working relationships with other employees, officials, and the public.

Minimum Qualifications

Registration as a Professional Engineer in the state of Florida.

Licenses or Certifications

Registration as a Professional Engineer in the state of Florida.

Possession of a valid Florida driver's license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
