Nature Of Work

Employees in this class perform tasks of more than average difficulty which involve coordinating, assigning, supervising, and reviewing the work of subordinate personnel responsible for the review of residential and commercial utility service applications and issuance of commitments for service. Coordinates and performs training of staff to evaluate and process utilities service applications, creation of utility accounts, issuance of utility installation service order, navigation utility management system, files, cashiering, and customer service duties. Oversees personnel who provide guidance regarding reviewing proposed construction plans/surveys for application completeness; coordinating plan review comments, commitment for utility service issuance, communication with applicants, creation of utility accounts, and collection of fees.  Public contact is an integral part of the job, considerable tact and courtesy are required.  Employees must exercise considerable initiative and independent judgment in performing assignments and interpreting departmental policies and procedures for subordinate employees and the public. The employee will serve as the second level contact for escalated problems requiring assistance from a higher level technical/professional in dealing with problems and technically demanding questions.  Work is reviewed while in progress and upon completion through observation documents and reports submitted, and results obtained.

Examples of Duties

Assignment of work to subordinate personnel; reviews work for accuracy and adherence to standard procedures; prepares and submits work schedules, insuring all positions are covered and suspense dates are met; assists subordinates with questions or problems concerning duties and responsibilities; recommends employment, transfer, promotion, demotion, and dismissal of subordinates; completes performance evaluations and participates in administering discipline; serves as initial respondent to grievances; authorizes leave requests; keeps abreast of union contracts and all changes in policies and procedures.

Determines resources needed for projects and ensures responses are returned to requests.

Serves as liaison between the Water Department, Wastewater Department, the Construction Services Division, the Contract Administration Department, and the Hillsborough County Health Department; receives and processes utility service applications for all residential and commercial projects in order to establish utility service for the project, collect related fees, and release building permits.

Discusses with and provides advice to customers (telephone, e-mail, and walk-ins) on how to apply for and process utility service request applications; receives applications and plumbing plans, collects fees and prepares receipts for customers, creates file for each service request application; researches and assembles information needed for department engineers to determine methods and improvements needed to provide utility service to new commercial projects and subdivisions.

Reviews and approves applications and plumbing plans for the interior remodel and finish projects; researches and approves other documents for requirements such as City of Tampa demolition permits and Verification of Availability of Infrastructure application; writes commitment letters and reviews those prepared by others, forwards for engineer’s signature as needed; copies, scans and mails to appropriate personnel.

Places and removes conditions on building permits requiring additional money or documents; removes utility holds from building permits.

Provides atlas and as-built information to assists customers, engineers, and developers on the methods and improvements needed to provide utility service to proposed projects.

Updates and maintains the City’s permitting tracking system used to track developer projects and records information on these projects which is used for developing and updating statistics used for compliance and regulatory issues.

Updates and maintains service requests files; closes files out, sends files to archives and maintains archive file list; is responsible for retrieving and replacing various service request files that are needed for research.

Creates utility accounts in the City’s utility management system. Issues service orders for simple utility service installation; updates the City’s utility management system with the new or updated utility asset information.

Prepares and submits proposed standard operating procedures for assigned areas; collects information, prepares and presents written and oral reports; makes independent decisions and resolves problems in absence of immediate supervisor.

Provides information and clarification to other agency representatives, members of the public, and complainants.

Trains and supervises personnel with regard to Department Technical standards, municipal codes and ordinances, application processing and other support functions; prepares reports, as needed, for customer inquiries and commitments for service issued; addresses and documents customer complaints.

Prepares monthly reports; oversees records management; establishes and maintains files; establishes procedures and controls for administrative operations; establishes procedures and controls for intake of construction plans; prepares correspondence, reports and other items; responds to requests from the public.

Establishes and promotes effective working relationships with the public, municipal officials, and other employees through diplomatic communication and processing of inquiries and complaints.

Schedules meetings, appointments, and other events; completes daily time/activity reports; composes, edits, and/or prepares correspondence, reports, and administrative forms, sometimes of a confidential nature.

Performs various support duties as needed such as receiving plans and as-builts.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: Standard office practices and procedures; Microsoft Office applications.  Utility permitting practices and procedures;

Working knowledge of: Plan review and inspection processing; contractor licensing; municipal codes and ordinances; municipal organizations, programs, and policies.

Some knowledge of: Basic building and utilities construction; state regulations relating to utility services. 

Ability to: Assign, supervise, and review the work of subordinate employees; train subordinate employees, evaluate work performance, and evaluate progress fairly and effectively; prepare clear and concise reports and perform complex records keeping tasks; read and interpret plans and applications and provide guidance and direction to customers and employees; perform basic mathematical calculations with accuracy; read and comprehend codes and requirements; complete forms and other documents; establish and maintain effective working relationships with other employees, officials, developers, engineers, and the public.

Minimum Qualifications

Graduation from an accredited college with a bachelor’s degree in public or business administration or a related field and three (3) years in administrative or technical experience (engineering, drafting, surveying, plans review, or other construction technology) to include permit processing and support; or graduation from an accredited college with a associate’s degree in public or business administration or a related field and five (5) years in administrative or technical experience (engineering, drafting, surveying, plans review, or other construction technology) to include permit processing and support; six (6) months lead or supervisory experience preferred.

Licenses or Certifications

Possession of or ability to obtain Notary Public license. A valid Florida driver’s license required.

Note: Applicants selected for employment must obtain Notary Public license within six (6) months of the date of employment.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
