Nature Of Work

The employee will lead the implementation of the Asset Management Program for the City of Tampa Water Department. This position will work with the Water Department management and others as needed to coordinate the resources necessary to implement the program.  Under general direction, the employee exercises considerable initiative and independent judgment in enhancing and refining needed asset management documents including policies, work processes and procedures and perform progress reporting. Implementation activities will include field asset data collection, data input, and analysis using the selected software systems for both operational activities and capital project development. The employee will propose and monitor specific needed actions in each work unit within the Water Department, and closely coordinate with division and section leaders for implementation of the program's work activities. Work is of considerable difficulty and includes detailed, continuous reviews of materials and work methods to assure each part of the project is completed according to plans and specifications.  Work is reviewed through conferences, oral and written reports, observation, and results obtained.

Examples of Duties

With direction from the Director and Chief Engineer, lead the implementation of the Asset Management Program;
Provide critical input to the development of maintenance management plans and the Capital Investment Program for Water Department facilities; 
Provide technical assistance to team members and staff regarding policies, procedures and methods related to asset management;
Monitor asset criteria such as enumeration scheme, condition monitoring methodology, database nomenclature, and asset classes, hierarchy and categories;
Define customer service level goals; identify and evaluate options and cost consequences of various service level goals; monitor whether the program achieves desired customer service levels; and recommends corrective actions to Department leadership when necessary;
Develop, document and periodically update the program for condition assessment data collection and organization;
Assist with implementing risk-based maintenance programs for operable vertical and horizontal assets such as pumps and valves;

Knowledge, Skills & Abilities

Considerable knowledge of: Water facilities and infrastructure; terminology, principles and equipment used in infrastructure asset management including how infrastructure is maintained, operated, preserved, repaired and replaced; infrastructure inventory, condition assessment, risk assessment, and preservation methods and procedures; application of asset information management systems including software, equipment, and symbols; modern construction and repair methods for municipal infrastructure; and municipal equipment and services procurement procedures.
Ability to: Plan, lead and/or coordinate work performed by the Water Department staff in supporting the Department’s Asset Management Plan; oversee inter-divisional workgroups while balancing the interests of multiple interested parties who all have unique regulations and or procedures; become familiar and keep current with asset management concepts, principles, and practices; collect and analyze technical information and develop logical solutions or alternatives to problems; create and utilize complex reports based on records or data and calculations; prepare technical reports and issue papers; leverage technology to implement asset management tools; establish and maintain effective working relationships; organize and prioritize multiple work assignments and meet deadlines; and navigate complex government systems to achieve results.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree, and three (3) engineering-related experience.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
