Nature Of Work

An employee in this class is responsible for performing a variety of assignments pertinent to analysis of data systems and manual systems for data processing application. Tasks are of more than average difficulty and include developing functional specifications, analyzing operational procedures and production systems, and preparing test data. Although under general supervision, these employees might engage in independent research and prepare and present reports of findings. The exercise of reasonable initiative and independent judgment is required in completing assigned tasks and meeting time constraints. Considerable tact and courtesy are required of these employees when serving as user liaison for development and maintenance projects. An employee in this class may be subject to on-call status on a rotating basis to provide 24 hour/7 day service. Work is performed on project teams and is reviewed while in progress and upon completion through documentation prepared and participation in project team meetings.

  • Performs an analysis of the current state of an application or system
  • Elicits and prioritizes user requirements
  • Creates business process flow diagrams
  • Analyzes data elements and data flows
  • Serves multiple roles as a member of large systems implementation projects
  • Troubleshoots issues within existing applications and systems
  • Installs updates and patches existing systems
  • Creates and performs unit test cases and facilitates user acceptance testing
  • Writes user documentation and trains users on applications and systems

Knowledge, Skills & Abilities

Working knowledge of: Police applications and/or other public safety operation technologies; current police and public safety hardware devices for evidence capture and/or officer safety; video capture experience from mobile, air, officer POV; Genetec security systems; IP and LPR camera technologies; Common Operating Picture or Operations Center exposure; implementation methods of network infrastructure involving LAN, Wi-Fi, switches, firewalls, proxies, routing protocols, and SAN/NAS storage; Windows Operating Systems for PC and Server, VPN (NetMotion) awareness; Microsoft business tools, Power BI experience, server, and utility applications; managing software and hardware deployments; knowledge of current Virtual Machine technologies and uses; wireless communications, cellular, microwave; current technology trends; experience with technology vendors, able to understand and simplify complex documentation for users; and exposure to Project Management Principles.

Ability to: plan, coordinate, manage project tasks by working with others; understand project specifications and requirements; analyze manual and automated processes; program/data conversions; design and implement instructional programs for users; gather and analyze information for problem solving; develop and coordinate system testing; research, prepare and present findings in a professional manner; prepare user procedures manuals; effective verbal and written communication skills; establish and maintain positive working relationships with others.

Skills in: large technology deployments; supporting mobile in-car computing solutions; rolling out large-scale technical solutions across multiple locations and varying work shifts and cycles; experience with scripting languages such as PowerShell, PHP, VBScript; successful troubleshooting efforts with software and hardware; ability to install Police technology equipment in vehicles, building, trucks; deploying on a frequent basis to Police Districts locations or other City buildings to review and troubleshoot onsite systems; knowledge of SQL database structures, queries, and front-end structures; Business Analytics such as Power BI; supporting large mobile environments and the connectivity; knowledge in one or more standard programming language such as C, python, JavaScript, ruby, or PHP; testing software releases, problem solving and system analysis; prior application system administration and experience resolving issues using remote access tools.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in computer science or a related field and one (1) year of experience in business systems (analyzing data and manual systems for data processing application); or an associate's degree in computer science or a related field and three (3) years of experience in business systems (analyzing data and manual systems for data processing application).

Licenses or Certifications

Possession of a valid drivers license may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
