Plans, organizes, and controls all phases of the work program for maintenance personnel to include heating, ventilation, air conditioning, electrical, mechanical, masonry, carpentry, roofing, and plumbing; plans, assigns, supervises, and monitors the work of all maintenance personnel; distributes work orders and explains to subordinates the nature of assignments to be performed; demonstrates work sequences; inspects work for conformance to accepted standards.
Performs personnel management functions such as recommending employment, promotions, transfers, demotions, suspensions, and dismissals; responds to request for leave; completes performance evaluations; administers required discipline; assists in grievance procedures; assigns and reviews work; maintains work, vacation, and shift schedules.
Performs detailed building surveys to determine maintenance requirements; prepares estimates of cost, feasibility, and safety of projects; estimates needed materials and personnel; assists in negotiation of labor and supply contracts; inspects completed repairs and reviews the bills for labor and materials prior to submitting for payment.
Consults with the division manager on all important issues concerning performance of the maintenance section, i.e. additional personnel, vehicles and equipment, proposed renovations and alterations; consults with departments on chlorine sterilization and disinfection, corrosion, and its control, scale forming and its control, cross connection, pollution control, water treatment, and quality; serves as consultant for in plant chemical problems.
Enforces and practices safety procedures; ensures proper use and maintenance of all tools, vehicles, and equipment; investigates accidents to determine cause and corrective measures to be taken.
Performs related work as required.
Extensive knowledge of: methods, techniques, tools, and materials necessary for the proper maintenance and repair of a convention facility; heating, ventilation and air conditioning, electrical, mechanical, and plumbing municipal codes and repair; occupational hazards and appropriate safety precautions; effective supervisory and communication techniques.
Considerable knowledge of: basic records keeping, contract negotiations, and report writing.
Ability to: locate, define, and repair defects; interpret drawings and blueprints; prepare work specifications and estimate material needs; plan, assign, supervise, and review a wide variety of assignments; prepare clear and concise reports; react quickly, calmly, and rationally in emergencies; establish and maintain effective working relationships with employees and the general public; utilize computerized electrical and mechanical systems.
Skill in: heating, ventilation, air conditioning, electrical, mechanical, and plumbing repairs and maintenance; use and care of tools and equipment.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
