Introduction

This is responsible professional work involving environmental coordination.

Nature Of Work

An employee in this class is responsible for performing tasks of more than average difficulty in support of various environmental planning, and other activities such as educational outreach, public speaking and program management. Employees must possess knowledge of various environmental rules and regulations, be capable of drawing sound conclusions based upon this knowledge, and be able to use communications tools to convey department’s goals/issues. Positions in this class are distinguished by their extensive responsibility for educational programs, public awareness, conservation projects, collecting, interpreting and analyzing data, or participating in the formulation of programs for environmental education and legislation compliance. Most work is performed under general supervision; however, field work and research activities are usually performed without proximity to a supervisor. Reasonable initiative and independent judgement are exercised in performing analytical tasks and formulating recommendations for conservation, communications and public education programs, implementation of research finding, or related projects. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Develops, implements and/or leads other employees in developing and implementing plans for environmental programs, promotional activities, and special events; coordinates public relations/education for programs; prepares brochures and other media; answers requests for information from the public, city, or other agencies in order to keep them informed; answers questions on the phone or in person to inform the public about city services, municipal ordinances, and environmental regulations.

Keeps informed of ordinances, codes, laws, statutes, modifications, court decisions, and other legislation that affects the operation in order to maintain compliance with same.

Serves as the city's appointed representative on environmental advisory committees.

Collects, assimilates, and assists in the analysis and interpretation of data and indicators regarding municipal conditions; collects, compiles, sorts, and categorizes information needed for ongoing research studies and special projects.

Investigates compliance on environmental problems such as illegal watering use, illegal dumping, hazardous waste sites, possible site contamination, and related sanitation hazards; addresses noncompliant environmental offenders.

Develops, drafts, revises, and recommends program or project plans to address environmental problems and needs of the city; monitors programs and/or projects progress; advises other departments on environmental issues; coordinates training for employees that need to maintain certification in Hazardous Waste Operations and Emergency Response (HAZWOPER).

Manages Stationary Storage Tank Program: ensures that city departments are in compliance with local, state and federal regulations governing the installation, ownership, operation, and removal of fuel tanks; interacts with departments; coordinates and manages capital improvement projects and maintenance activities; writes technical specifications; selects and works with contractors and consultants; oversees construction and maintenance work on-site; and interacts with local, state, and federal regulatory agencies.

Assists other departments (particularly Real Estate) in arranging for, reviewing and interpreting environmental reports and assessments; makes recommendations related to the acquisition of property and environmental liability.

Manages contamination assessments and remediations, resulting from releases of petroleum and other regulated contaminants, often under legal enforcement; interfaces with facility personnel, coordinating various city departments, contractors, engineering consultants, and legal counsel; maintains awareness of clean-up and disposal options, and available sources of financial and resource assistance.

Manages and coordinates events for disposal of household chemicals; orchestrates the activities of participants, including contractors, Solid Waste Department personnel, and police officers; is responsible for contractual arrangements, site layout, traffic plans, training, health and safety plans, and publicity for the event.

Instructs city departments, the public, and businesses on safe disposal of items not permitted in the everyday solid waste collection and disposal system and with more difficult or unusual requests.

Works with legal staff and regulatory agencies to develop, maintain and enforce City ordinances that are consistent with regional water use permit requirements and current conditions.

Prepares annual reports required by regional water management district, quarterly reports required by regional wholesaler, and other reporting requirements as requested.

Oversees water use enforcement activities, represents the department on all court cases, manages all vendor and 3rd party contractor partnerships and reconciles all administrative processes monthly.

Provides input into budget; monitors budget performance throughout the year; prepares various summary analyses when requested.

Utilizes computers to develop and prepare reports and correspondence.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: environmental health and safety; local, state and federal environmental regulations including applicability, inspection, enforcement, and the manner in which they impact municipal ordinances.

Ability to: express ideas clearly and concisely, orally and in writing; keep records and prepare narrative and statistical reports; independently conduct research and analysis of data via collecting, assimilating, analyzing, and interpreting data and drawing sound conclusions; use tact and diplomacy in addressing non-compliant environmental offenders; use personal computers and software; establish and maintain effective working relationships with other employees, representatives of outside agencies, and the general public.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in environmental studies or a related field and three (3) years of experience in environmental conservation, environmental education or investigation for environmental compliance; or, an equivalent combination of training and experience.

Licenses or Certifications

Hazardous Waste Operations and Emergency Response (HAZWOPER) Certificate when assigned to Solid Waste. 
Possession of a valid drivers license may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
