Nature Of Work

An employee in this class is responsible for participating in a variety of engineering assignments of more than average difficulty, which may include development, construction, inspection, or maintenance of projects as well as traffic engineering and related activities. Some positions require the employee to function as a civil, traffic or right-of-way project engineer. Others require the exercise of a high degree of technical knowledge and ability in applying principles of plant engineering to operations or maintenance functions, or in coordinating efforts to assist in proper development, implementation, and completion of major programs and projects on a city-wide basis.

Under general direction, employees exercise considerable initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives and goals. Work is reviewed through conferences, oral and written reports, and observation of results obtained.

Examples of Duties

Participates in design, construction and operation of water systems including treatment processes develops design criteria/ bid documents for roof replacements, painting of structures, cathodic protection of structures and other contracted maintenance projects; and other municipal structures, sanitary sewers, or water systems; reviews and recommends revisions to preliminary designs, cost estimates and project recommendations for inclusion in planning and design functions; participates in inspection of construction jobs, as required; provides input into submission of final "as built" plans and for maintaining and updating municipal records in the assigned area.

Reads and interprets blueprints, technical drawings and diagrams to determine proper interface configurations; prepares bid specifications and engineer’s estimate for project contracts; determines bid items and quantities for project contracts; performs calculations and prepares detailed geometric design of roadway projects; prepares design of construction-related maintenance of traffic plans and construction phasing for inclusion in project plans.

Participates in preparation of rules, regulations and ordinances; provides input into development of annual department budget; coordinates plans, special studies, contracts, design, and functional requirements with municipal departments and outside sources, such as contractors, engineering firms and governmental agencies; represents department in area of work at technical meetings and conferences; maintains effective relationships with municipal and outside agencies; performs functions in administration of federal programs through coordination with municipal departments and outside agencies by understanding and interpreting federal guidelines and requirements; acts as a team leader on a project basis in order to facilitate project completion.

Provides technical evaluations of process optimization and reliability of the water production treatment facility and related peripheral systems, as required. Performs Root Cause Analysis of various systems, generates report and provides corrective action recommendations.

Solicits consultant proposals, negotiates fees, approves invoices, and performs all consultant project management functions.

Trains professional, sub-professional, technical, and clerical personnel; completes studies, updates files, prepares plans and reports; makes recommendations with respect to future projects and preventative maintenance programs, as required.

Coordinates project work with engineering, inspectors, utilities, and contractors to keep project on schedule; acts as team leader on a project basis in order to facilitate project completion.

Prepares construction plans and specifications to facilitate construction projects; conducts field investigations/surveys/inspections to collect information/evidence when necessary.

Prepares construction and environmental permit applications, and coordinates actual filing, tracking and resolution of permit issues and the attendant construction process.

Approves or disapproves construction documents and communicates results to appropriate design professional (architect, engineer, etc.) in order to facilitate construction.

Advises public on environmental control, rules and regulations to ensure compliance with same; locates and identifies problems in pipelines and decides what remedy should be taken to fix problem; reads and interprets blueprints, surveying data, technical drawings, specifications, diagrams.

Produces and maintains performance metric data as it relates to consultants, contractors, and in-house design work.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: principles and practices of the assigned area of engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; engineering developments and information related to area of assignments, such as water treatment and AWWA standards. Operational knowledge of drinking water treatment processes and equipment.

Ability to: coordinate, assign, supervise, and review the work of others engaged in a variety of engineering assignments; plan, design and prepare complete engineering plans and specifications for major projects; read and interpret engineering plans and specifications; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear and concise reports, both orally and in writing; train others in the assigned area, as well as to establish and maintain effective working relationships with employees, officials and the general public. Negotiate and manage design-build projects along with professional engineering consultants.

Skill in: use of personal computers and software including word processing, spreadsheets, databases, and applicable engineering software (models). The use of SCADA systems and extracting historical information for future design purposes and process optimization; AutoCAD Civil 3D, Revit, and/or AutoDesk BIM 360, and construction project planning and related software.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably in mechanical, environmental, or construction and three (3) years of post-degree engineering experience with Professional Engineer license.


OR 


If in possession of Fundamentals of Engineering (FE) designation with five (5) years of post-degree engineering experience.  


Significant independent project completion experience required.

Licenses or Certifications

Some positions might require possession of a valid Florida driver’s license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
