Introduction

This is highly responsible data systems analysis work.

Nature Of Work

An employee in this class is responsible for performing a variety of assignments pertinent to analysis of data systems and manual systems for data processing application. Tasks are of more than average difficulty and include developing functional specifications, analyzing operational procedures and production systems, and preparing test data. Although under general supervision, these employees might engage in independent research and prepare and present reports of findings. The exercise of reasonable initiative and independent judgment is required in completing assigned tasks and meeting time constraints. Considerable tact and courtesy are required of these employees when serving as user liaison for development and maintenance projects. An employee in this class may be subject to on-call status on a rotating basis to provide 24 hour/7 day service. Work is performed on project teams and is reviewed while in progress and upon completion through documentation prepared and participation in project team meetings.

Examples of Duties

Gathers information and documents current procedures; analyzes and evaluates operational procedures and production systems; develops system documentation and user procedures; modifies existing system documentation or user procedures; develops functional specifications or modifies those existing in order to increase utility; formulates logical statements of business problems and devises procedures for solutions, usually through computer systems.

Participates in training to increase and enhance competencies; conducts training sessions.

Identifies and corrects systems problems; obtains software patches; applies patches and upgrades; analyzes and resolves production system problems; redesigns production systems and/or runs as needed.

Ascertains demands and impact of computer systems on data center and users; reviews projects relative to efficiency of operations and time limitations; conducts post-installation reviews of systems and programs to determine if efficiency goals are accomplished; recommends system modifications to improve operating efficiency; implements and maintains on-line communications facilities.

Ensures the daily production batch schedule is completed; develops and participates in implementation of application programs from specifications; develops production runs from instruction; assists in the development of standards and procedures for quality control of data processing operations; monitors performance to ensure that the operating system is functioning properly and effectively.

Provides on-site technical support to the user/customer during the software installation process/operations; confers with users about hardware and software questions concerning their networks.

Installs personal computers, printers, synchronous and asynchronous modems, network boards, and multi-station access units in network environments; assists users in walk-through of system software or hardware on personal computers and attachments; arranges for/or provides training to users.

Evaluates, acquires, and coordinates computer hardware upgrades/installations and installation of third party software products; serves as user liaison for development and maintenance projects.

Develops and/or modifies application programs from program specifications; develops and/or modifies production runs according to instructions.

Coordinates system conversion effort and performs necessary tasks; prepares test data and verifies system test results, analyzes and resolves system problems, consults with users and technical and functional project team members on questions or problems; coordinates scheduling of maintenance with vendors.

Coordinates preparation and maintenance of disaster recovery plans for computer systems under Technology & Innovation operational control; coordinates and participates in testing and evaluation of current disaster recovery plans on an annual basis.

Converts data from various sources for entry into databases; writes programs using various computer languages to manipulate data and produce reports; reformats existing data to maintain its integrity; develops user instructions; and establishes and maintains related procedures and symbol set libraries; designs project maps and databases; analyzes reports; and produces final prints using various types of printers and plotters; provides imaging support for users; creates boundary files and data files for creating maps through a microcomputer mapping program.

Assists in/or plans and organizes the work programs for assigned projects; establishes logical sequence for tasks; identifies personnel skills required; develops schedules for the completion of tasks; develops means for coordination and control of task completion; controls the work programs for assigned projects; reports the progress and performance of tasks; coordinates departmental involvement; ensures continuity of activities, ensures the efficient operation of the project team.

Performs assorted system management tasks using a variety of automated tools in order to support other related system software products (i.e., tape management, security, change management, DASD management operating system); maintains working knowledge and expertise in system software products.

Maintains job control language and operations management software that affects job scheduling, tape management, console management, job rerun/restart, and report distribution.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: data processing and business functions; processes, procedures and techniques for converting manual operations into automated systems.

Considerable knowledge of:  Information systems technologies used in the support of commercial off the shelf software and system interfaces.  Candidates should have familiarity with the fundamentals of business process analysis and requirements gathering, knowledge of SQL for reporting purposes, programming/scripting, data extract and reporting tools, etc. Permitting and/or Utilities industry experience is a plus.

Skills in: SQL and equivalent reporting tools such as SAP Business Objects, Crystal Reports, Microsoft Power BI, IBM Cognos etc. Business Intelligence skills on ETL tools: SSIS and/or PowerCenter and/or experience with Java script and T-SQL script is a plus. 

Ability to: Translate business requests into functional/technical requirements and ability to troubleshoot complex technical issues. Conduct independent research and prepare reports; analyze information and document procedures and processes; express oneself clearly and concisely, both orally and in writing; establish and maintain effective working relationships with others.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in computer science or a related field and one (1) year of experience in business systems (analyzing data and manual systems for data processing application); or an associate's degree in computer science or a related field and three (3) years of experience in business systems (analyzing data and manual systems for data processing application).

Licenses or Certifications

Possession of a valid drivers license may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
