Introduction

This is highly responsible work involving supervision and coordination of on-street parking functions.

Nature Of Work

The employee in this class is responsible for planning, assigning, supervising, and reviewing the work of subordinate personnel involved in performing on-street parking activities.  Work is of more than average difficulty and includes supervising the issuing of citations for vehicles violating the municipal parking ordinances.  The employee oversees and participates in the initial preparation of work schedules by subordinate supervisors, establishes work priorities and evaluates results achieved. The employee is also expected to recommend, develop, and implement improved enforcement methods, techniques, practices, and procedures. An important responsibility of the employee in this class of work is coordinating the enforcement functions with administrative procedures for same.  Under general supervision the on-street parking supervisor, the employee is required to exercise reasonable initiative and independent judgment in conducting checks and reviews to ensure that work is performed in compliance with established best practice procedures and instructions provided. Tact, courtesy, and impartiality are required in contacts with the general public and in receiving and responding to on-street parking requests and complaints.  Work is reviewed through conferences, observation while in progress, reports submitted, and results obtained. Position will require work on irregular shifts to include nights, weekends and holidays, with rotating or split days off.

Examples of Duties

Plans, assigns, supervises, and reviews the work of subordinate personnel involved in performing municipal on-street parking activities; directs, through subordinate supervisors, the issuing of citations for vehicles violating the parking ordinances; develops and implements improved enforcement methods, procedures, practices, and techniques; coordinates enforcement functions with administrative procedures; plans and coordinates work priorities with subordinate supervisors and evaluates results achieved; counsels subordinates with work related problems.

Confers with department representatives, construction companies, parking customers, and business representatives to identify and resolve on-street parking problems; coordinates long-term leasing of metered spaces; responds to requests and complaints orally and in writing concerning on-street parking matters; investigates requests for parking zoning changes; conducts parking surveys; inspects and checks parking areas periodically and makes recommendations to superiors relating to metered spaces, signs, lots, and hours of operation.

Recommends discipline, demotions, and dismissals of subordinate employees as necessary; responds to employee grievances; completes employee performance evaluations; responds to employee leave requests; ensures that subordinate employees receive appropriate orientation and training.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: methods, practices, procedures, and equipment pertinent to municipal on-street parking meters; traffic codes and parking regulations in major municipal business districts.

Working knowledge of: the city and its geography; mathematics; effective supervisory techniques.

Microsoft excel Knowledge with the ability to edit and develop detailed spreadsheets

Some knowledge of: planning and scheduling techniques.

Ability to: plan, schedule, and coordinate on-street parking activities; train, supervise, and review the work of subordinate personnel; perform basic mathematical calculations with speed and accuracy; prepare oral and written reports; establish and maintain effective working relationships with subordinate personnel, other employees and the general public.

Minimum Qualifications

Graduation from an accredited college or university with an associate’s degree in business or public administration, or a related field and three (3) years of progressively responsible experience in a parking operations; with a minimum of six (6) months of related supervisory experience OR a high school diploma and five (5) years of progressively responsible experience in a parking operations; with a minimum of six (6) months of related supervisory experience.

Municipal Parking Operations experience preferred.  

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
