Building Maintenance Inspections Specialist

An employee in this class works under general supervision performing a variety of diverse tasks necessary to the efficient and effective operation of a building and facilities maintenance program. Work is of more than average difficulty and requires the exercise of considerable initiative and independent judgment in making periodic inspections of city buildings and facilities to determine their repair and maintenance needs and in monitoring work of contractors on city buildings and facilities for conformance with plans and specifications. Work is reviewed through conferences, observation, reports submitted, and results obtained.

Conducts detailed inspections of city buildings and facilities to determine their physical condition and maintenance needs; maintains and updates building structure inventory; advises management on maintenance, renovation, and alteration needs of building and facilities as necessary to maintain structures at an acceptable level; monitor/inspect all contractual work related to general construction and life safety support systems (e.g. fire sprinklers, fire alarms, elevators, and emergency generators, building renovations and additions).

Meets with contractors and sub-contractors interested in bidding on city jobs relative to general construction and life safety support systems; explains nature and scope of work to be performed, special requirements and procedures to be followed (e.g. use of specified materials; methods of gaining entry to property; storage location areas for materials/equipment; work schedule limitations; etc.); monitors projects awarded from start to finish to ensure compliance with plans and specifications; compares progress to projected schedules; identifies plan discrepancies or deficiencies and reports to supervisor with proposed solutions; may make minor field changes that do not alter the scope and cost of work; meets with manufacturer’s and contractor’s representative where appropriate to ensure that the work results in the city receiving designated warranties; submits reports to supervisor on completion of work so that final payment can be authorized.

Develops and maintains daily logs for work related activities and projects.

Works with service and maintenance contractors for fire alarm systems, elevators, fire sprinklers, generators, etc.; escorts contractor personnel in city buildings and facilities to monitor their activities; prepares reports of service and maintenance activities.

Interacts with city employees and supervisors in various departments to provide information concerning the status and schedule of planned and on-going building and maintenance activities by contractors; confers with contractor and workers to explain and interpret plans and expectations.

 Performs other related work as required.

Considerable knowledge of: methods, practices, materials, tools and equipment of building maintenance and repair work; a variety of building construction trades (e.g. mechanical, electrical, plumbing, carpentry, masonry, etc.) with particular emphasis on commercial construction practices;; methods and techniques used in evaluating maintenance and repair needs of buildings and related facilities.

Knowledge of: records keeping utilizing Microsoft office programs. (e.g., Word, Excel, PowerPoint).

Ability to: read and understand plans, diagrams and specifications; diagnose defects and hazards in old existing buildings and structures; establish and maintain effective working relationships with other city employees, contractors and their workers, and with the general public; inspect construction work to detect poor workmanship and or violation of plans and specifications; climb ladders and work at heights; operate light automotive equipment; communicate effectively, both orally and in writing, and prepare reports.

Graduation from an accredited high school or vocational school with three (3) years of experience in commercial building maintenance, repair and construction, as well as building inspection, project management, project cost estimating of building maintenance and repair needs to include six (6) months experience in inspections of fire alarms, fire sprinklers, fire hoods, generators, and elevators; or equivalent combination of training and experience.

Possession of a valid Florida driver’s license.

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
