Nature Of Work

An employee in this position will understand the City’s branding standards and develop graphic, video, animation, and social media content that complements the brand. They will collaborate with other departments and team members to ensure consistency in proper messaging that supports the city’s strategic goals through print, digital, web, and social media outlets. This person will play a pivotal role in executing and refining the City’s credibility by ensuring consistency in voice and brand. The employee will also monitor/engage in City-related social media conversations/inquiries and track social media performance analytics, while staying abreast of the latest industry trends. Under general supervision, the employee is required to exercise reasonable initiative and independent judgment in performing work assignments. Tact and courtesy are expected, as the position often requires higher-level executive and client interaction skills. Work is reviewed through observation of final product and feedback from departments regarding results obtained.

Examples of Duties

Provides the following services to all city departments: brand identity, logo design, video production, animation, and graphics development of creative themes and schematics; strategy to achieve their goals through print and digital media; image/photo enhancement and/or manipulation; design and execution of creative, high-quality, print-ready publications.

Generates, edits, publishes and shares content (original text, images, video or HTML) to all applicable social media outlets.

Develop social media campaigns to address specific goals and initiatives.

Monitor and engage in City-related online conversations.

Respond to social media inquiries in a timely and courteous fashion.

Develops talking points, written remarks and scripts for city officials and departments

Conducts extensive research on a wide range of topics to prepare city officials for public appearances and internal meetings

Use creative thinking and initiative to analyze social media performance metrics and make recommendations on content, design or features to improve effectiveness.

Proactively brainstorms, including mocking up design ideas and presenting strategic communication ideas to internal staff.

Coordinates printing services as needed.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: English grammar, composition, and punctuation; publication formats and procedures; methods, principles, and practices utilized in graphic design; the programs utilized in graphic design and video production including Adobe Photoshop CC, InDesign CC, Illustrator CC, and Premiere Pro CC; animation software, all applicable social media and analytics platforms; MS Office; Google Drive; Canva.

Some knowledge of: photographic techniques and materials; mobile journalism video editing software; website development

Ability to: effectively communicate through written and verbal skills; handle the pressure of meeting tight deadlines; develop talking points, written remarks and scripts for city officials, conduct research into a variety of topics to prepare city officials for public appearances and internal meetings, set up meetings with city employees, community partners and stakeholders to conduct video and photo shoots; learn and adapt quickly to change; demonstrate time management and organizational skills; maintain quality check on all pieces; establish and maintain effective working relationships with other employees, supervisors, departmental representatives, and the general public.

Skill in: the operation of Windows-based computers; the use of Apple iPhone and iPad.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in Journalism, Public Relations, Marketing, Communications, Graphic Design, or related field and a minimum of two (2) years of experience as a graphic designer, video producer, social media coordinator, and/or copywriter.

Licenses or Certifications

Valid Florida driver’s license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
