Stormwater Engineering Manager

Nature Of Work

An employee in this class, under administrative direction and oversight by the Mobility Department Director, serves as in-house Division Manager for the city’s Stormwater Engineering team.  Work is of unusual difficulty and involves complex and demanding professional engineering assignments requiring the employee to exercise extensive initiative and independent judgment in planning work details, making advanced technical determinations with respect to engineering problems, and managing capital improvement projects. The work also requires extensive initiative with personnel management, including employee development and training plans, document management, project management processes, and encouraging a collaborative work environment.  Work is reviewed and information is shared through staff meetings, oral and written reports, and results achieved by completion of programs. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

This position serves as the Stormwater Division Manager, within the Mobility Department.  Manages the development, approval, and implementation of studies for future requirements for storm water drainage improvement.

Consults with department managerial, engineering, and operations staff and determines priorities in scheduling of studies, analyses projects and programs; develops and administers departmental capital improvement plans, including the scope of projects, schedules, and budgets.

Reviews plans submitted by consultants and recommends change or acceptance of plans, specifications and contract documents; confers with and advises engineers, contractors, architects, and others relative to proposals, city specifications and standards, and soundness of design and theory; coordinates designs and drafts of plans, specifications, and cost estimates for proposed stormwater and environmental projects.

Signs in-house design drawings, permits, etc., as needed.  Represents department at City Council, agency board meetings and public engagement meetings.

Prepares reports, presentations, and correspondence; assigns, develops, and evaluates personnel; manages unit budget and work processes. Interprets City Code related to technical reviews.

Performs related work as required.

Additional Duties Include:

·         Development and prioritization of CIP’s that align with organizational goals

·         Maintain/update a five-year CIP plan based on long term planning

·         Secure outside agency co-funding

·         Coordinate with outside agencies including SWFWMD, FDOT, FDEP, Hillsborough County, Tampa Bay Regional Planning Council and developers to identify opportunities to partner on projects to provide flooding relief, water quality and environmental enhancements

·         Administration of surface water quality programs required under the NPDES permit including MS4 reporting

·         Administration of the Stormwater Service and Capital Improvement Assessment programs

·         Manage the National Flood Insurance Program Community Rating System (CRS)

·         Assist with the review of developer projects for compliance with our technical standards

·         Provide engineering support for system failures

·         Oversee public outreach efforts including attendance at public meetings

Knowledge, Skills & Abilities

Comprehensive knowledge of: principles, practices, and techniques of modern civil engineering pertinent to the assigned area of work; thorough knowledge of planning, budget management, and personnel management

Considerable knowledge of: modern management principles and practices; modern office practices, procedure and equipment; application of data processing for project development and monitoring of capital improvement budgets. Ability to: plan and direct the design of engineering projects, make accurate cost estimates, provide technical guidance to staff, plan, assign, direct, and coordinate the work of professional, paraprofessional, and clerical employees in a manner that promotes full performance and collaborative practices; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with the division team, as well as city officials, directors, managers, consultants, and the general public; set clear objectives and measures and monitor process, progress and results.

Skills in: relationship building, communication with a variety of audiences, public speaking, technical analyses, and research and analysis of data.

Minimum Qualifications

Registration as a Professional Engineer in the State of Florida or Professional Engineer registration from another state and the ability to obtain Florida registration within six (6) months of employment.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
