Supervises administrative support staff in the development and publication of bids, Requests for Proposals (RFP’s), bid tabulation results, Budget Office Transmittals (BOT’s) and processing of Purchasing Resolutions; provides training, technical advice and guidance to the support staff; prepares reports and correspondence; serves as department contact for audits and reports.
Functions as Advanced Purchasing/Inventory Computer System (ADPICS) System Administrator including troubleshooting problems, assisting users, identification and documentation of reports, testing programs and resolving problems with software consultant; approves and maintains ADPICS security and system tables; develops ADPICS reports; proposes system upgrades and procedural modifications.
Creates course material, schedules and conducts computer training classes for new personnel on ADPICS/FAMIS systems; creates new forms for the Purchasing Department and develops and implements methods for departmental feedback, vendor surveys, etc.; designs and updates Purchasing Department website; researches purchasing trends, policies and procedures.
Manages the City’s Procurement Credit Card Program; provides direction as needed for program modification and enhancements.
Plans, assigns, schedules, supervises, and reviews the work of subordinates; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; responds to request for leave; provides needed training; completes performance evaluations.
Interacts/coordinates with other Purchasing Department teams, including the Goods and Services on the distribution of bids and RFP’s, the development of BOT’s, Resolutions, and on contract awards; acts in the absence of the Purchasing Director as requested.
Performs related work as required.
Extensive knowledge of: principles, procedures, ethical standards and priorities of governmental purchasing; modern developments, current literature, and sources of information relating to purchasing activities.
Considerable knowledge of: modern management practices and procedures; application of data processing and accounting principles as they relate to the purchasing function.
Ability to: learn and apply the Tampa City Charter, City Code and purchasing regulations; research and evaluate purchasing methods and programs; establish and maintain effective working relationships with city officials, directors, managers, employee, the business community, and the general public; plan, assign, direct, and coordinate the work of employees in a manner that promotes full performance.
Skill in: research and analysis of data.
Certification through the National Institute of Governmental Purchasing or the National Association for Purchasing Management is highly recommended.
Possession of a valid Florida drivers license required.
