Senior Systems Analyst

Introduction

This supervisory position performs technology systems management, administration, and deployment duties. A person in this position provides leadership for various technology projects and tasks by coordinating technical resources involved in the implementation of new or maintenance of existing information systems.

Nature Of Work

This is advanced professional, technical, and administrative work of more than average difficulty in research, design, planning, procurement, and implementation of technology solutions; recommends technology for meeting business needs; leads technology upgrade initiatives; software management; budget support; and collaborates with staff external to the immediate team as well as vendors.  This position will have a focus on project management, application administration, vendor management, technology logistics, and technology support.

Examples of Duties

Participates in the development, implementation and maintenance of a department-wide project management framework and reporting process.

Develops cost-benefit analyses and statements.

Makes recommendations for improvements in information systems methodologies and procedures.

Develops, documents, and implements workflows and procedures.

Performs analysis and recommends purchases of new technology hardware, software, and peripherals.

Identifies information system problems; develops solutions and recommendations.

Develops Request for Proposals (RFP) documents, serves as part of evaluation committee, and provides narrative for selection recommendation.

Manages or coordinates technology projects and other initiatives as assigned.

Coordinates with outside vendors and City customer department personnel to ensure information technology initiatives are completed.

Develops deployment schedules and task identification and resource assignment for technology projects and initiatives.

Participates in various aspects of hardware, software application administration, support, and maintenance.

Coordinates response to technology incidents and communicates response progress to customers and other information technology team members.

Develops end user training plans and conducts training.

Provides budget inputs and assist other departments for technology budget requests.

Performs related work as required.

Manage project portfolio to balance project work according to strategic benefits and resource availability.

Lead Team members to ensure project work adheres to standards and procedures.

Manage all aspects of multiple related and unrelated projects through the complete project life cycle process, from project initiation to closeout, including continuous monitoring, control, and communications.

Assist the division manager with verifying that projects produce the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential benefits defined in the business case.

Performs timely, fair, and non-discriminatory evaluation of the performance of employees under direct supervision. 

Other duties as assigned.

Knowledge, Skills & Abilities

Considerable knowledge of: procedures and processes utilized in converting manual systems into automated systems.

Working knowledge of: instructional techniques employed in training subordinate and user personnel.

Some knowledge of: data communications concepts.

Ability to: train user and subordinate personnel; coordinate and monitor the work of others; analyze and document procedures; conduct research and prepare and present findings in a clear and concise manner, both orally and in writing; prepare procedures manuals and functional specifications; exercise administrative and organizational skills necessary to perform project staff duties; establish and maintain effective working relationships with others.

Business Report Writing: with Microsoft Power BI or a similar platform.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing monitor.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in computer science and three (3) years of experience in business systems (analyzing data and manual systems for data processing application), preferably including six (6) months in supervisory experience. Or an equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.

Licenses or Certifications

Must be able to obtain within six months of hire, certification in Certified Technology Procurement Specialist (CTPS).

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
