Introduction

This position is responsible technical work involving field data collection, installation and calibration of flow measuring equipment, meter reading, and other tasks required to evaluate and monitor the performance of the City of Tampa’s wastewater collection system.  Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing a variety of sub-professional field engineering tasks associated with capital improvement planning; wastewater billing; data collection; and tasks related to the condition, assessment, and capacity analysis of the City of Tampa’s wastewater collection/transmission system. Under general supervision, work is of more than average difficulty and requires a practical knowledge of wastewater collection facilities. Employees serve as members of a two-person crew that performs field activities using various flow monitoring equipment, measuring devices, and techniques to collect data needed for the engineering and condition analysis of wastewater collection system facilities. The employee is expected to become proficient in the use and maintenance of the equipment and devices and the required data collection techniques.  Duties also include collecting readings on meters for wastewater billing. Work is reviewed through conferences, oral, and written reports, observation, and results obtained.

Examples of Duties

Installs and calibrates electronic equipment for measuring and monitoring wastewater flow rates; obtains field measurements; collects data required by the engineering staff for capital improvement planning and developing construction plans.

Collects and maintains discharge meter data needed to determine monthly bills for bulk customers and special users including setting up discharge meters and analyzing meter accuracy and performance. Conducts field investigations to locate facilities; prepares written summaries and sketches of field data and other related tasks. 

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: basic mathematics; basic methods and techniques of engineering; computer usage; confined space entry procedures as approved by the Occupational Safety and Health Administration; principles and practices of civil or sanitary engineering.

Ability to: communicate clearly and concisely in written and verbal form; use testing instruments; establish and maintain effective working relationships with other employees, contractors, representatives, officials, and the general public; perform strenuous physical labor involving frequent bending, stooping, lifting, climbing, pulling or pushing. 

Skill in: reading and interpreting construction plans and specifications.

Physical Requirements

Ability to lift 40-60 lbs., mostly standing and a combination of working indoors and outdoors. Requires some use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school, technical or vocational school with at least three (3) years of experience in the operation and maintenance of wastewater collection/transmission systems; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
