Nature Of Work

An employee in this class serves as the commanding officer of a fire company on an assigned shift or may be assigned to a staff support position on a rotational basis. Under general supervision, employees are responsible for responding to all request for service, keeping all required station logs and records, and for scheduling duties for subordinates when serving as station captain. Tasks are of more than average difficulty and include training of assigned personnel and observation of work at emergencies for evaluation purposes. Employees are directly responsible for the morale, training, safety, production, quality of performance, cost control, and methods utilized by subordinates. The employees are also responsible for station cleanliness, security, equipment and supplies. Considerable initiative and independent judgment are required in exercising command of emergency operations. Employees are required to have above average problem solving and analytical skills. Tasks are performed under adverse conditions to include inclement weather and civil disorder, and require considerable physical exertion. Work is reviewed through observation, reports submitted and results obtained.

Examples of Duties

Plans, assigns and supervises the work of subordinates; is responsible for discipline within the company; serves as a liaison between subordinates and upper levels of management; counsels subordinates as required; is responsible for understanding and interpreting the Rules and Regulations and Standard Operating Guidelines (SOG), accurate dissemination of information, and any other communications of a departmental nature.

Displays the ability to implement appropriate strategies and tactics to safely and efficiently mitigate an incident.

Trains subordinates in firefighting, rescue, and pump and ladder operations; assesses need for special training and arranges for provision; completes subordinates performance evaluations; delegates assignments to subordinates.

Is responsible for physical safety of personnel and equipment assigned to the company; observes personnel for fatigue and proper use of protective clothing and equipment; supervises maintenance and testing of equipment to ensure that proper methods are used.

Performs fireground command functions unless relieved by higher authority; is responsible for attainment of goals and objectives at the company level; maintains records and prepares reports; coordinates with Division/District Chief on the manning level within the company; authorizes time off, e.g. exchange of time, R day changes or additional annual leave, that impacts the level of service delivery capabilities of the company.

Participates in and supports fire prevention initiatives to include but are not limited to pre-planning, participating in public education events, and assisting the fire marshal with the investigation of fires to determine cause and origin.

Plans and organizes functions required under the work management program; completes budget request forms; prepares and submits various repair and equipment replacement forms.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: firefighting techniques and equipment and its use; fireground command procedures.

Considerable knowledge of: the characteristics of fire; search and rescue techniques and equipment; management responsibilities.

Working knowledge of: standard reports and forms, their completion and purposes.

Ability to: maintain a positive attitude and create a motivational atmosphere for subordinates; demonstrate acceptable physical fitness as determined by established departmental standards; manage time efficiently and effectively; effectively communicate both orally and writing; work cooperatively and interact effectively with all types of people in a variety of situations; analyze problems and develop viable solutions; enforce the safety steps necessary to protect self and subordinates at fires and other emergencies; initiate action and actively influence events; evaluate subordinates performance, recommend improvements and conduct training.

Skill in: the use and care of firefighting and rescue tools and equipment.

Physical Requirements

Ability to lift and carry over 60 lbs., mostly standing, walking, and accessing stairs. A combination of working indoors and outdoors. Requires frequent use of computer, typing and viewing a monitor, attention to detail, monitoring equipment, and detail inspection.

Minimum Qualifications

Must currently be a Driver Engineer or Rescue Lieutenant to sit for exam and be promoted


ELIGIBILITY TO TAKE EXAM:

  1. Seven (7) years as a certified firefighter with Tampa Fire Rescue including two (2) years of experience as a Driver-Engineer or Rescue Lieutenant -OR- 2000 hours as Acting Captain Higher Class
ELIGIBILITY FOR PROMOTION:

  1. Eight (8) years of total service with Tampa Fire Rescue including three (3) years of experience as a Driver Engineer or Lieutenant with Tampa Fire Rescue -OR- 2000 hours as Acting Captain Higher Class
  2. Successful completion of an approved departmentally administered Pump and Aerial Operators Course certification.

Education points will be awarded as referenced in appendix F of the IAFF contract. A copy of the diploma should be submitted if a degree was conferred. If a copy of the diploma is not available, an official transcript clearly showing a diploma conferred date can be used as proof of graduation. Acceptable certifications listed in appendix F or proof of degree must be submitted prior to the posted filing deadline. (Must still be attached to application or submitted before 4:00PM of the filing deadline to provide points)


NOTE: All the required experience and education for eligibility purposes must be obtained before 4:00PM of the filing deadline.

Licenses or Certifications

Possession of:

  • A valid Florida driver's license Class E. 
  • Current State of Florida, Department of Health, Bureau of EMS certification as an EMT B or Paramedic.
  • Pump and Aerial Operators Course certification

Examination

100 %

  • Multiple Choice (50%) 
  • Leadership and Incident Management (50%)
  • Education and Seniority points added after a grade of 60% is obtained. (Submit all applicable transcripts and certifications with application.)

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emerge
