Smart Mobility Chief Engineer

Introduction

An employee in this class is responsible for highly professional engineering and supervisory work involving traffic engineering. The role includes project planning and design; right of way permitting intake and inspection; interagency project coordination, and oversight of some of Tampa’s SMART City initiatives.

Nature Of Work

An Employee in this class is responsible for performing a variety of assignments of unusual difficulty in administration and supervision of major engineering functions with in the Smart Mobility Division to include related budgetary actions.  Under general direction, employees are required to exercise extensive initiative and independent judgment in selection of work methods and formulation of recommendations to meet, measure, and report on programs needs, objectives, and goals.  Work is reviewed through conferences, oral and written reports and observations of results obtained.

Examples of Duties

Project Delivery: Through effective project management practices, the Chief Engineer may serve as Engineer of Record of signal design and is responsible for overseeing planning, design, review, and construction of CIP traffic signals using eBuilder. They oversee streetlight management, planning, and design. They work with and support the Transportation Engineering Division (TED), including the Vision Zero Team, in meeting their goals. They must include PROWAG compliance in geometric design, detection, and traffic signal operation. The Chief maintains good relationships with partner agencies such as FDOT D7, Hillsborough County, and THEA during planning and design phases of projects.


Right of Way Permitting: The Chief Engineer oversees ROW Permitting which includes the installation of the asset and temporary traffic control during construction using Accela and one.network. The team includes intake (permit application), engineering reviewing construction phasing and maintenance of traffic plans, and the inspections.


GIS & Data Management: The Chief Engineer closely engages with the mapping and data flow for SMART Cities and supports the Transportation Engineering Division. In addition to GIS, data flows through eBuilder, City Works, and one.network. 

 

Additionally, the Chief may reply to technical inquiries from the general public, developers, and governmental agencies on policy, petitions, ordinances, engineering problems, and estimated construction costs; coordinates needs of the department with other agencies; maintains on-going monitoring of contracts to ensure compliance with city regulations or requirements.


The Chief exercises supervision over professional and technical personnel; assigns work, sets priorities, and defines procedures to facilitate completion; completes performance evaluations on subordinates; recommends personnel actions such as discipline, demotions, suspensions, and dismissals.

Works in preparation, response, or recovery activities related to declared emergencies, possibly including hurricane, tropical storm, pandemic, or other emergencies.


Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: principles and practices of transportation engineering, Intelligent Transportation Systems (ITS), Transportation Systems Management and Operations (TSM&O), and Smart Cities strategies and initiatives; right of way management including permit intake, issuance, inspection, and acceptance; federal, state, and municipal rules, regulations, and other pertinent documents; engineering developments and information related to assigned area.

Considerable knowledge of: engineering and administrative management procedures, practices, and methods; knowledge of federal and Florida Department of Transportation (FDOT) design standards, guidance, and reference materials.

Ability to: supervise the work of personnel engaged in a variety of technical and engineering assignments; analyze and interpret plans, specifications, contracts, and other technical materials and draw sound conclusions; research best practices on a statewide or national level; organize in report form and present sound recommendations effectively, both orally and in writing; speak in public; train others in assigned area; establish and maintain effective working relationships with other employees, officials, and the public.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering and ten (10) years of progressively responsible experience in traffic/transportation engineering systems with three (3) years of supervisory experience.


Project-specific experience with Intelligent Transportation Systems (ITS), Transportation Systems Management and Operations (TSM&O), and/or Smart Cities Initiatives preferred.

Licenses or Certifications

Registration as a Professional Engineer in the State of Florida or Professional Engineer registration from another state and the ability to obtain Florida registration within six (6) months of employment.

Possession of a valid Florida driver's license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
