Engineer III (N/S)

Nature Of Work

An employee in this class is responsible for participating in a variety of engineering assignments of more than average difficulty, which may include development, design, construction, inspection, technical review, maintenance of  engineering projects as well as stormwater engineering, or related activities. This position requires the exercise of a high degree of technical knowledge and ability in applying principles of civil engineering to operations or maintenance functions, or in coordinating efforts to assist in proper development, implementation, and completion of major programs and projects on a city-wide basis. Under general direction, employees exercise considerable initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives and goals. Work is reviewed through conferences, oral and written reports, and observation of results obtained.

Examples of Duties

Participates in design and construction of storm drainage systems, sidewalks, buildings, and other vertical or horizontal municipal structures, wastewater, or water systems; prepares and revises preliminary designs, cost estimates and project recommendations for inclusion in planning and design functions; participates in inspection of construction jobs, as required; provides input into submission of final "as built" plans and for maintaining and updating municipal records in the assigned area.

Reads and interprets constructions plans, specifications, technical drawings and diagrams to determine proper interface configurations; prepares bid specifications and engineer’s estimate for project contracts; determines bid items and quantities for project contracts; performs calculations and prepares detailed geometric design of roadway projects; prepares design of construction-related maintenance of traffic plans and construction phasing for inclusion in project plans performs hydraulic analysis of water, wastewater, and storm drainage systems.

Directs or participates in preparation of rules, regulations and ordinances; provides input into development of annual department budget; coordinates plans, special studies, contracts, design, and functional requirements with municipal departments and outside sources, such as contractors, engineering firms and governmental agencies; represents department in area of work at technical meetings and conferences; maintains effective relationships with municipal and outside agencies; performs functions in administration of federal programs through coordination with municipal departments and outside agencies by understanding and interpreting federal guidelines and requirements; acts as a lead on a project basis in order to facilitate project completion.

Trains professional, sub-professional, technical, and clerical personnel; completes studies, updates files, prepares plans and reports; makes recommendations with respect to future projects and preventative maintenance programs, as required.

Coordinates project work with engineering, inspectors, utilities, and contractors to keep project on schedule; acts as team leader on a project basis in order to facilitate project completion.  Prepares construction and environmental permit applications, including actually filing, tracking and resolving of issues in order to facilitate overall construction process.

Mobility Department
Provides engineering design services, computer aided drafting support, and serves as project manager through the planning, design, procurement, and construction of transportation projects.  Coordinates with FDOT and other agencies to comply with grant funding requirements.  

Development Review Division
Reviews all Rezoning, Special Use I and II, Substantial Change, Subdivision and plats, infrastructure construction plans, Incremental Review and other development projects for compliance with all Transportation Codes.  Transportation representative to City Council for rezoning, vacatings, and special use cases. Representative for Transportation for the Variance Review Board cases.  Works on Transportation Planning special projects using Highway Capacity Software(HCS), Synchro, and Trip Generation. Reviews Transportation Analyses pertaining to rezoning petitions and building permits. Reviews Impact fee studies disputing the City’s impact fee rate.

Stormwater Engineering Division
 Develops and implements flood mitigation strategies, including planning, design, and maintenance of stormwater systems. Applies principles of water resource engineering—hydraulics, hydrology, and fluid mechanics—to analyze and design solutions for stormwater challenges. Creates and evaluates hydrologic and hydraulic models to address stormwater flow, water quality improvements, and climate resilience. Ensures projects comply with federal, state, and local regulations, technical standards, and ordinances. Manages stormwater projects, consultant services, and grant applications to align with City of Tampa planning initiatives and funding opportunities. Conducts site reviews, field investigations, and performance analysis, drawing sound conclusions and preparing clear, detailed reports. Provides public outreach to engage stakeholders, communicates project impacts, and trains staff on water resources engineering practices and City of Tampa processes. Reviews private development designs, maintains drainage system records, and advances sustainable infrastructure solutions. 

Wastewater Department 
Assists plant manager and performs technical work in operation and maintenance of a wastewater treatment facility, including lift stations and related peripheral systems and equipment, as required.

Water Department specific duties include:

Updates Department technical specifications. Review and analysis of department water resources demands and projections.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: principles and practices of the assigned area of engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; engineering developments and information related to area of assignments, such as wastewater treatment and disposal on a major scale, or traffic engineering.

Ability to: coordinate and review the work of others engaged in a variety of engineering assignments; plan, design and prepare complete engineering plans and specifications for major projects; read and interpret engineering plans and specifications; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear and concise reports, both orally and in writing; train others in the assigned area, as well as to establish and maintain effective working relationships with employees, officials and the general public.

Physical Requirements

Mostly sedentary, indoors, occasional outdoors and lifting, requires frequent use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably related to the area of assignment, and three (3) years of post-degree engineering experience with Professional Engineer license; or if in possession of Fundamentals of Engineering (FE) designation, five (5) years of post-degree engineering experience.  Significant independent project completion experience required.

Licenses or Certifications

Some positions might require possession of a valid driver’s license.

Possession of a Professional Engineer License or Fundamentals of Engineering (FE) designation Departmental required.

Departmental employees must meet established level III criterion for the current job skills matrix.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
