Nature Of Work

The Chief of Operations within the Smart Mobility Division is responsible for two core service areas: Traffic Management Center and Traffic Signal Shop. The TMC serves the community from 5am to 6pm. The ITS network provides data sources for planning and establishing data-driven decision making. This team also operates during special events. The Traffic Signal Shop maintains more than 600 intersections connected through the recently completed fiber communication system. Under general direction and collaboration with the Smart Mobility Manager, they are to exercise initiative and independent judgment in the core service areas they lead.


Examples of Duties

Monitors and manages traffic operations in real-time. Performs traffic engineering functions of the city roadway network using data analysis tools.

Oversees the maintenance and enhancement of traffic signals, ITS equipment, and streetlighting Contributes to maintaining good relationships with partner agencies such as FDOT D7, Hillsborough County, THEA during maintenance and operation of the transportation system, Tampa Police Department and Transportation Engineering Division.

Directs and mentors the training and work of subordinates in performance of assigned duties; completes employee performance evaluations; recommends new hires, promotions, transfers; responds to grievances and approves leave requests. 

Works in preparation, response, and recovery activities related to declared emergencies, possibly including hurricane, tropical storm, pandemic, or other emergencies. 

Performs related work as required.

Knowledge, Skills & Abilities


Knowledge of: principles and practices of transportation engineering, Intelligent Transportation Systems (ITS), Transportation Systems Management and Operations (TSM&O), International Municipal Signal Association (IMSA), and Smart Cities strategies and initiatives.


Ability to: manage traffic engineering and signal operations; supervise the work of personnel engaged in a variety of technical and engineering assignments; analyze and interpret plans, specifications, contracts, and other technical materials and draw sound conclusions; research best practices on a statewide or national level; establish and maintain effective working relationships with other team members, officials, and the public.


Physical Requirements

Mostly sedentary, indoors, occasional outdoors and lifting, requires frequent use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering and eight (8) years of progressively responsible experience in traffic/transportation engineering to include three (3) years of supervisory experience.

Licenses or Certifications

Registration as a Professional Engineer in the State of Florida or Professional Engineer registration from another state and the ability to obtain Florida registration within six (6) months of employment.

Possession of a valid Florida driver's license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
