Summary Statement

The incumbent in this class is responsible for the overall analysis, verification, and reconciliation of receipts and disbursements through all statewide bank accounts and related budgetary activity.

  • Supervises 5 technical and professional employees.
  • Reconciles $1.6 billion in annual receipts, $1.1 billion in annual disbursements.

Nature and Scope

The incumbent in this class assigns, schedules, and reviews the work of subordinate technical and clerical staff in the central office of the State Treasurer. Other positions reporting at this level include the Cash and Debt Manager and Pension Administrator. As liaison between the State of Delaware and the commercial banks which serve the State's accounts, the incumbent is responsible for the management of all activity in the State's checking accounts and all other State related banking operations. Duties include formulation, development and interpretation of related accounting data, evaluation of financial information/reports for accuracy, and compilation of financial data for specific reports. In addition, the incumbent reviews and advises superiors of proposed operational changes in the department needed to provide a more efficient workflow.

  • Plans, assigns, and directs the work of all related personnel as it pertains to the receipts and disbursement functions.
  • Coordinates financial services which facilitate the processing of receipts and disbursements within all State agencies.
  • Reviews proposed operational changes.  Directs the implementation of any revisions to the accounting reporting and financial systems.
  • Directs the compilation of financial data.  Evaluates financial management information, accounting records and reports for accuracy in relation to accepted professional accounting theory.
  • Provides technical assistance to the Department of Technology and Information (DTI) relevant to processing of receipts and disbursements and the interpretation of software revisions.

Job Requirements

JOB REQUIREMENTS for Collections and Disbursements Program Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in accounting using Generally Accepted Accounting Principles (GAAP).
  2. Three years experience in bank account reconciliation.
  3. Six months experience in interpreting and analyzing financial reports.
  4. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
