Nature and Scope

This is financial management work planning and directing the daily activities of the cash management unit and assisting the Cash Management Policy Board in evaluating and prioritizing cash management implementation plans. The incumbent in this class reports to the State Treasurer and is responsible for long-term planning and implementation of the State's Cash Management Program and for short-term investment of funds. The incumbent is responsible for drafting and publishing the State's Request for Proposal for banking services, evaluating responses and negotiating contracts for services. In addition, the incumbent plans, assigns, reviews and evaluates the work of subordinate staff conducting the on-going business of the unit.

  • Participates with Cash Management Policy Board in the analysis, evaluation and prioritizing of cash management implementation plans developed by contracted consultants and directs the implementation of such plans.
     
  • Drafts and publishes State's request for proposal for banking services; evaluates responses and negotiates contracts for required services.
     
  • Negotiates and monitors performance of contracted investment managers.
     
  • Develops and implements short-term portfolio management plans for general and special State funds not placed with contracted managers.
     
  • Assists other State agencies by analyzing needs, identifying banking institutions capable of meeting same and reconciling differences.
     
  • Develops and monitors cash flow forecasting systems to include monthly and annual dividend and interest income.
     
  • Assists the State Treasurer and other bond issuing officers by responding to inquiries from bond rating services, commercial and investment banks regarding Delaware's financial operations and its economy.
     
  • Plans, assigns, reviews and evaluates the work of subordinate staff conducting the daily and on-going business of the unit.

  • Skill in analyzing and evaluating financial management and investment agreements and recommending courses of action.

  • Ability to analyze and evaluate the bond and money markets and to recommend and implement courses of action.
  • Ability to communicate effectively both orally and in writing.

Job Requirements

JOB REQUIREMENTS for Cash and Debt Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:  

  1. Three years experience in reviewing and interpreting financial information for the purpose of evaluating investment options and methods.
  2. Three years experience in cash management.
  3. Three years experience in public finance such as analyzing government revenue and expenditures, public trusts and investments, budgets and taxation; evaluating economic impact, making projections and recommending public policies.
  4. Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
