Summary Statement

A class incumbent provides critical training services to support the mission of the Department of Correction (DOC) by developing, delivering and evaluating all curriculums delivered by the Training Academy.  A class incumbent ensures the quality, consistency, integration and compliance of training, including evidence-based programs, with all regulatory, certification and accreditation standards.

Nature and Scope

A class incumbent reports to an administrative supervisor and is responsible for the development, delivery, and the professional role modeling of all Department of Correction training curriculums.  All DOC staff is required to complete mandatory, basic training, as well as annual refresher training programs, including but not limited to, Correctional Employee Initial Training (CEIT) and Basic Officer Training Course (BOTC).  Class incumbents develop and provide training to all DOC staff within both security and non-security classifications. Incumbents develop and prepare staff to maintain discipline and security while working with offenders in Correctional Institutions, Probation and Parole District Offices, and the community.  Additionally, incumbents prepare Correctional Officers to work in specialized units such as CERT and Canine Teams.  A significant aspect of work includes interacting daily with all ranks and classifications of staff within DOC and providing guidance and expertise on how to perform duties by reinforcing, teaching, interpreting policy, procedures, rules, regulations, laws and legal cases. 

Essential Functions

  • Develop, implement and evaluate DOC training, development, informational, and/or educational programs, courses, curricula, training resources, lesson plans, materials, and visual aids.
     
  • Directly present Training Academy courses such as CEIT and BOTC including inmate supervision, control tactics, report writing, case processing, and relevant laws, rules and regulations such as those pertaining to search and seizure.  
     
  • Train, supervise and act as role-model on maintaining discipline and security within Correctional Institutions, Probation and Parole District Offices and the community.  
     
  • Develop specific skill sets in staff, preparing them to work effectively with inmates while enforcing all rules, regulations and procedures affecting inmate discipline, security and safety with emphasis on security, safety and rehabilitation. 
     
  • Evaluate performance of Cadets during training; provide counseling, provide feedback, and make recommendations based on the performance of Cadets and staff. 
     
  • Present classroom training including using formal classroom instruction, exercises, handouts, materials, visual aids, etc. for group or one-on-one instruction. 
     
  • Research, evaluate, and select materials, handouts, visual aids, exercises, etc. that will best promote learning including implementing evidence-based practices into curriculum. 
     
  • Evaluate course effectiveness and participate on committees that provide reviews and recommendations for policy updates; review the Academy’s Standard Operating Procedures and make recommendations for updates as necessary. 
     
  • May conduct staff personal and property searches on a daily basis to ensure safety and security of the Administration Building; train and demonstrate proper evidence handling to staff in performance of their regular duties.
     
  • May have responsibility for budget, grant, and/or contract administration.

  • Knowledge of methods, principles and techniques of developing and implementing correctional institution education and training programs.
  • Knowledge of correctional training resources and materials.
  • Knowledge of correctional security procedures and techniques.
  • Knowledge of the techniques of first aid, control tactics, riot control, and use of firearms and other protective equipment.
  • Knowledge of the techniques of detecting weapons and other contraband.

  • Skill in conducting and analyzing training needs assessments.
  • Skill in control tactics and use of restraint procedures.
  • Skill in the use of assigned weapons and other protective equipment.
  • Skill in conducting community-based searches.
  • Skill in caseload management.
  • Skill in the observation of inmate activities and detection of unusual or prohibited behavior which may be a security threat.
  • Skill in the motivating, directing, training and guiding assigned correctional staff.
  • Skill in supervising inmate counts and security searches and shakedowns.
  • Skill in supervising offenders in the community setting.
  • Skill in the interpretation and application of institutional/departmental rules, regulations, policies and procedures.        
  • Ability to identify and analyze problems/needs/issues and assess the impacts.
  • Ability to establish and maintain effective working relationships with a variety of people.

Job Requirements

JOB REQUIREMENTS for Correctional Training Instructor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. At least 19 and ½ years of age.
  2. Possession of a high school diploma or equivalent.
  3. Three years’ experience in working with offenders in a correctional facility and/or a community supervision unit with responsibility for security, custody, and rehabilitation of inmates.
  4. Two years’ experience in presenting training or education courses using a variety of training methods such as lecture, e-training, structured exercises, role play or group discussion as well as the use of training materials such as overheads, PowerPoint, handouts or videos.
  5. Two years’ experience in preparing and developing training or education courses which includes designing learning objectives, curricula and materials.
  6. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).
