Summary Statement

A class incumbent administers the system for enforcing the State's Workers' Compensation Law.

Nature and Scope

A class incumbent performs with direction from the Division Director, Industrial Affairs and is responsible for overseeing the application of the law, rules, regulations, policies and procedures of the Worker's Compensation Act. Work includes supervising subordinate supervisors in processing claims and scheduling cases, tax accounting and accounting for administrative funds, collecting and disbursing funds and the presentation of cases before the Industrial Accident Board and the courts. The class incumbent is responsible for the legislative program including drafting legislation, maintaining liaison with legislators and other interested parties, reviewing federal legislation and other state legislation for impact on operations and implementing new policies, laws, procedures, etc. The class incumbent also provides assistance to the Division Director in developing division policies and the strategic plan. The class incumbent provides advisory services to the Industrial Accident Board, employees, employers, insurance companies and the general public to provide consistent administration of the Workers Compensation Law.

Essential Functions

  • Administers the application of the State's Workers' Compensation laws, rules, regulations, policies and procedures. Plans and oversees the collection of assessments against insurance companies and self-insured employers for workers' compensation. Oversees and administers the Second Injury and Contingency Fund, which involves the collection of monies, reimbursements and disbursement of benefit payments.
     
  • Manages the workers compensation system and operations including establishing plans, goals, objectives and systems; implementing and directing operational priorities and systems; and supervising employees.
     
  • Confers with and advises employers, insurance companies and the public regarding workers' compensation issues.
     
  • Serves as Administrator of the Industrial Accident Board with responsibility for planning, directing, and overseeing Board functions. Makes recommendations concerning proposed policies and procedures.
     
  • Assists Division Director in the development of division policies, rules, procedures, and strategy in carrying out the Division's goals and mission.
     
  • Develops, analyzes and recommends legislation regarding workers' compensation laws, rules and regulations; testifies before Senate and House of Representatives and/or their respective labor committees; may hold public hearings; and conducts information seminars regarding workers' compensation activities. Lobbies for legislative initiatives.

  • Ability to interpret and explain complex tax law, to determine tax liability and to audit returns.
  • Ability to establish and maintain effective working relationships with insurance carriers, employers, attorneys and other concerned with the industrially injured.
  • Ability to prepare reports and make presentations.
  • Ability to design various programs for data retrieval through development of an information system for massive record keeping.

Job Requirements

JOB REQUIREMENTS for Administrator Office of Workers Compensation
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. One year experience in enforcing and determining compliance of laws, rules, regulations, standards, policies, and procedures in the area of workers compensation or other regulatory industries.
  2. One year experience in program administration such as overseeing and directing the development, implementation and evaluation of programs and services; planning and establishing short and long range program goals and objectives; providing advice to other agency organizational units through consultation.
  3. Six months experience in developing policies and procedures.
  4. Knowledge of quasi judicial proceedings.
  5. Knowledge of operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
