Summary Statement

The class is responsible for administering the operation of the Correctional Training Academy and the entire training/organizational development function for the Department of Corrections.

  • Manages a large staff of professional, security and clerical employees directly and through subordinate supervisors.
  • Administers a budget.
  • Administers grants and contracts for training and instructional equipment/materials.

Nature and Scope

The class incumbent reports to an administrative superior and is responsible for administering, through subordinate Training Administrator II's, the entire training/staff development function for the Department of Corrections. Work includes overseeing the planning, development, implementation and evaluation of training for correctional security staff as required by law and the Department of Corrections and the staff development and training for all Department employees.  In addition, the position is responsible for overseeing non-training employee development programs such as Post Trauma, STEP, Peer Support and Mentoring. The position is also responsible for planning, coordinating and managing the operational aspects of the Training Academy and range. Work includes responsibility for projecting training needs, assessing resource needs and projecting budgetary needs to include capital and supply expenditures for the Academy such as instructional materials, weapons and uniforms. A significant aspect of the work includes working with department management and outside organizations to provide guidance and direction regarding training principles, practices and theories and in the development of training programs, plans and policies.

Essential Functions

  • Directs the planning, development, implementation and evaluation of the Department's correctional security staff training and staff development and training for all Department employees.
     
  • Plans, coordinates and manages the operational aspects of the Training Academy and range.
     
  • Plans, assigns, reviews and evaluates the work of training staff.  Participates in interviewing, recommends hiring and trains new personnel.
     
  • Develops, justifies and controls the budget for the Department's training function and academy and range. 
     
  • Develops, justifies and monitors contracts and grants for training and instructional materials/equipment.
     
  • Establishes short and long term goals, objectives and priorities in accordance with state and federal laws and the Department's overall mission. 
     
  • Develops plans, policies, procedures and rules regarding the Department's training and Academy/range.

Job Requirements

JOB REQUIREMENTS for Training Academy Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in training administration which includes planning and establishing training priorities, implementing strategic initiatives, developing and implementing training programs and overseeing the development of training courses and materials.
  2. Three years experience in planning and developing organizational effectiveness initiatives or continuous improvement programs.
  3. Three years experience in budget, grant or contract administration such as developing, monitoring and controlling budgets, grants, or contracts. 
  4. Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.  
  5. Six months experience in developing policies and procedures.
  6. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
