Summary Statement

This position is responsible for planning, implementing and evaluating all Delaware State Fire School Training Programs of the assigned Training Administrator staff, and participates in the administration of the Delaware State Fire School.  Position is second in command in the operation of the Delaware State Fire School and will act as Director in his/her absence.

  • Supervises Training Administrator I positions.
  • Agency Operating Budget - Approximately $1.2 - 1.5 Million.

Nature and Scope

The class incumbent works closely with the Director and reports to the Director, Delaware State Fire School and acts on his/her behalf in his absence. The incumbent is responsible for the direct supervision of Training Administrator I positions, oversees and coordinates program planning and review functions of the training programs, reviews existing and proposed programs for overall effectiveness in meeting targeted populations such as the Fire Companies, Industrial Fire Safety Brigades, and Emergency Medical Services personnel. The class incumbent is responsible for the operation of three training facilities and training equipment. The class incumbent is also responsible for planning, implementing and evaluating the Instructor Development Training Program for 250+ casual/seasonal instructors. Work includes participating with the Director in the administration of the agency. Principal contacts are with contractual instructors, fire company, industry, institution and police personnel and state, federal and county agencies.    

Essential Functions

  • Manages and ensures the effective operation of all Fire Training, Emergency Medical Services and Safety Education Programs.
     
  • Directs and oversees management of the operations of three training facilities statewide and the maintenance and repair of training equipment. Conducts long term planning, operational analysis and priority setting to ensure resources are properly directed.
     
  • Supervises directly full-time merit staff of all Training Administrator I positions responsible for conducting emergency services training.
     
  • Plans, implements and evaluates the Instructor Development Training Program, oversees in-house training development team, and monitors/evaluates contractual instructors.
     
  • Oversees and coordinates program planning and review functions, reviews existing and proposed programs for overall effectiveness in meeting targeted populations and makes recommendations to Director regarding programs, direction and content.
     
  • Oversees and coordinates that all N.F.P.A. (National Fire Protection Association) certification standards are up-to-date in the lesson plans that are delivered in Delaware State Fire School training programs
     
  • Participates with the Director in developing and implementing agency policies and procedures, short and long term agency planning, evaluating and implementing emergency services training programs, preparing, justifying and controlling the agency's budget, attending Budget and Joint Finance Committee Hearings and administering grants to ensure the effective management of programs, resources and operations. 
     
  • Conducts special assignments/projects pertaining to personnel and sexual harassment complaints, grievances, complaints from fire companies, industries, institutions, state and county agencies, and students, regarding instructors, training, and accidents. 
     
  • Acts on behalf of the Delaware State Fire School Director in his/her absence and is second in command for all Delaware State Fire School operations.
     
  • Develops, justifies, recommends and controls budget for assigned areas.  Reviews individual Training Administrator's proposed budget requests, makes modifications and approves requests and expenditures.
     
  • Manages the deployment of Training Administrator I personnel to emergency incidents as requested through the State Emergency Response Team (SERT) or during other disasters; and establishes the on-call schedule.

Job Requirements

JOB REQUIREMENTS for Deputy Director State Fire School
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Two years' experience in training administration such as planning and establishing training priorities, implementing strategic initiatives, developing and implementing training programs and overseeing the development of training courses and materials.
  2. Two years' experience in developing and analyzing training needs assessments.
  3. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  4. Knowledge of operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
