Summary Statement

This class is responsible for monitoring, coordinating and evaluating the use of the Delaware Criminal Justice Information System by all criminal justice agencies and courts to ensure conformance to the DELJIS strategic plan and to ensure the unification and continuity of criminal justice information system.

Nature and Scope

Supervision is provided by the Executive Director, DELJIS. An incumbent in this class is responsible for providing coordination among DELJIS user agencies, the Department of Technology and Information (DTI), the Board of Managers, the Project Steering Committee and the Executive Director to ensure continuity and conformance of systems development projects and changes in the database to the DELJIS strategic plan. An incumbent also is responsible for maintaining the DELJIS local area network and the development and implementation of the agency's budget.

Essential Functions

  • Monitors system development and enhancement projects for conformance to and continuity with the DELJIS strategic plan.
     
  • Reviews, evaluates and approves/disapproves DELJIS user requests, in accordance with policies and procedures, for changes to DELJIS database while ensuring conformance to the strategic plan and integration of shared data with the existing database, deletion of data redundancy and establishment of common data utility.  Submits database changes to DTI for implementation.
     
  • Reviews user requests for system development and enhancement to determine conformance to the strategic plan.  Submits significant changes in the plan with recommendations to the Board of Managers.  Confers with DTI for implementation of Board approved changes.
     
  • Recommends and initiates development projects for DELJIS based on analysis of current and planned operations and legislative changes.  Develops objectives and procedures for system use and data administration.
     
  • Requests and reviews cost/time requirements from DTI for system development and enhancement projects.  Prepares data, projections and rationale for budget.  In conjunction with DTI prepares requests for proposals, evaluates results, and establishes priorities for project completion.
     
  • Maintains strategic plan and establishes and maintains a DELJIS data dictionary.
     
  • Coordinates with Judicial Information Center the establishment and maintenance of common data coding and transfer of information into DELJIS system. 

Knowledge, Skills and Abilities

  • Knowledge of the concepts, methods and techniques of systems development.
  • Knowledge of data dictionary system requirements and capabilities.
  • Knowledge of the functions, capabilities and use of the Delaware Justice Information System.
  • Knowledge of the functions of the various DELJIS user agencies.
  • Knowledge of the applicable state and federal laws pertaining to DELJIS
  • Knowledge of state budget and procurement process, requirements and policies.
  • Knowledge of the concepts of System Development Life Cycle methodology.
  • Knowledge of the theory, components, configuration, capabilities and operation of mini/micro and mainframe computers and computer networks
  • Knowledge of the maintenance of computer operating systems, security and methods of storing and maintaining data.
  • Knowledge of database management concepts.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively in writing and orally.

Job Requirements

JOB REQUIREMENTS for DELJIS Information Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in data resource management which includes developing or maintaining data dictionary, data quality and integrity, data storage/warehousing, data mining techniques, database structure generation and design or data modeling.
  2. Three years experience in conducting information systems needs and requirements analysis.
  3. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  4. Knowledge of database management concepts and systems development lifecycle methodology.
