Summary Statement

The incumbent in this class is responsible for the overall system management and engineering support of the Department of Transportation’s Geographic Information Systems (GIS) and Computer Aided Design and Drafting (CADD) systems.
 

Nature and Scope

The class incumbent functions independently with direction from a technical supervisor and is responsible for system management of GIS and CADD systems to include installation and upgrading of system software, site modifications, controlling system operation and resources, and future planning.  In addition, the work includes managing the graphic workstations and their network, the color plotter network, and several electrostatic plotters.  A significant aspect of the work is to provide assistance and technical support to engineers.   In addition, the class incumbent will interface and coordinate activities with other state agencies as well as agencies from other states.  The class incumbent provides recommendations to management regarding computer systems configuration, technological acquisition, and strategic direction for GIS and CADD technology.

  • Manages and maintains department-wide GIS and CADD systems.
     
  • Installs, upgrades, modifies, troubleshoots, corrects, and controls GIS and CADD system operations.
     
  • Provides assistance to staff and engineers in the use of GIS and CADD systems as well as graphic and non-graphic applications; trains engineers in the use of GIS and CADD systems.
     
  • Oversees and ensures accurate and timely implementation of information technology projects and engineering systems.
     
  • Represents the Department on a system software development and information exchange program with other states' computer operations within the transportation field.
     
  • Supports departmental mapping needs through use of a GIS; coordinates with other state agencies for sharing digitized state maps.
     
  • Reviews, researches and recommends software, hardware, and computer needs.
     
  • Prepares and provides management with accurate and timely project-status reports, monthly activity reports, and personnel-activity reports.
     
  • Provides technical direction and guidance to staff and users.
     
  • Assesses staff training needs; recommends appropriate learning solutions.

Job Requirements

JOB REQUIREMENTS for Systems Manager/Computer Engineer
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in administering computer data networks which includes troubleshooting, diagnosing and resolving hardware and software problems.
  2. Three years experience in Geographic Information Systems (GIS).
  3. Three years experience in Computer Aided Design and Drafting (CADD).
  4. Six months experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  5. Knowledge of civil engineering.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
