Summary Statement

This class is responsible for installing, monitoring, modifying and maintaining complex operating systems and database software platforms required for the efficient operation of enterprise information technology architecture.  Employees are also responsible for the development and implementation of associated procedures and policies.

Nature and Scope

Supervision is provided by technical or administrative superior. Duties include the activities related to the efficient operation of an enterprise computing environment.   Employees are also responsible for ensuring optimum performance of the associated sub systems, taking corrective action when a degradation of performance is observed, acting as a software technical advisor, team lead over lower level software specialists, customizing specialty programs, recommending purchase of hardware and software, and enforcing compliance with policies and procedures. Principal contacts are with application support, security, telecommunications and the Department of Technology and Information (DTI) to provide technical assistance and guidance in resolving difficult software problems.

Essential Functions

  • Installs, maintains, modifies, diagnoses and debugs the software which controls an enterprise computing environment, including the operating system, databases, telecommunications and security functions.

  • Identifies degradation of system performance and takes corrective action to bring performance in line with established benchmarks.

  • Develops, implements and monitors policies and procedures associated with enterprise information technology architecture and monitors levels of compliance.

  • Plans for projected software requirements and increased hardware and storage capacity.

  • Acts as team lead with other technical staff to resolve database and operating system software problems by assigning and reviewing work and providing training, technical assistance and guidance.

  • Provides technical consulting services on an intra and inter agency basis.

  • Analyzes application programs, database routines and web service calls for efficient operation.

  • Evaluates hardware and software and makes recommendations for purchase.

  • Writes reports such as monthly progress, product performance, status, response time, capacity, etc.

  • May be responsible for insuring the creation of back-up data and archival storage.

  • May be responsible for data processing security, employing encryption and audit functions.

  • Knowledge of the theory, operation, components and configuration of enterprise information technology architecture.
  • Knowledge of a wide range of complex software, with expert knowledge in the software controlling an enterprise computer’s operating system and/or the data base and/or the teleprocessing function.
  • Knowledge of system analysis, design and development.
  • Knowledge of the agency's standards, policies and procedures as they relate to enterprise information information technology architecture.
  • Knowledge of the methods of employing the tools which aid in the diagnoses of malfunctions.
  • Knowledge of the current state of the art and future availability of new hardware and software which could increase efficiency in the State data processing applications.
  • Skill in installing software with a minimum of operational interference.
  • Ability to create, implement and monitor adherance to data processing standards.
  • Ability to diagnose a problem and effect a solution.
  • Ability to train others.
  • Ability to plan and achieve short and long range goals.
  • Ability to make prudent recommendations on the purchase of hardware and software products for enterprise information technology architecture.

  • Ability to customize an agency's specialty program for a particular application to be run on an enterprise information technology architecture environment.

Job Requirements

JOB REQUIREMENTS for Senior Systems Software Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in planning, configuring, and administering enterprise computer system software, hardware and related components which includes performance optimization, utilization and monitoring; information security; and component connectivity.
  2. Three years experience in planning and implementing infrastructure upgrades for enterprise computer system software and database management systems.
  3. Three years experience in information systems analysis and design.
  4. Three years experience in developing information technology policies or procedures.
